Very frew “all-source” intelligence analysts in the US secret world impress us, in part because they will never actually be “all-source” until we get a grip on Open Source Intelligence (OSINT); in part because the secret world refuses to engage with 95% of the real-world and therefore will always lack of the historical and cultural perspectives that only multinatational information-sharing and sense-making networks can provide; and in part because half of them are very young and right out of school, with rotten tools, 1950's management chains and editing practices, and “no way out.”

On this page are three briefings from an individual that is the exception to the rule. This individual represents all that a perfect analyst should be, to include a non-negotiable demand for access to all relevant information in any languaage and any medium. This analyst gives force to the adage that one analyst with a brain is worth a thousand “analyst” bodies who only know how to cut and paste what they are spoon-fed by badly managed classified collection systems with no strategic perspective.

Ambassador Mark Palmer is one of the most thoughtful, focused, practical, and hence impressive professional diplomats we have ever encountered. His book, Defeating the Real Axis of Evil, made a profound impression on all of us thinking about how to create a prosperous world at peace, and was the final nail in the coffin of U.S. foreign policy–no foreign policy that relies on supporting 42 of 44 dictators can possibly have morality, legitimacy, reciprocity, or transparency, all vital attributes if we are to nuture humanity toward clarity, diversity, integrity, and sustainability. Our review of the below book is entitled: Single Most Important Work of the Century for American Moral Diplomacy, and was posted November 30, 2003. We still believe that.

2004 Seagrave (US/FR) Interview with Sterling and Peggy Seagrave on Gold Warriors: America’s Secret Recovery of Yamashita’s Gold

We met the authors at their Knight Templar fortress overlooking a southern French bay, where they are in voluntary exile. What they have revealed about the US theft of the gold stolen by Japen from China, and the subsequent use of that gold to bribe both US Presidents and foreign government leaders, is quite intriguing–precisely the kind of information the public needs to know.

Below is the written record of their DVD interview as shown at OSS '04.

We strongly recommend their books on the corrupt Taiwanese government (Chang Kai Skek was a warlord and crime lord to the end of his days) but for our concerns about the integrity of the Wall Street-White House axis of secrecy, we particularly recommend Gold Warriors, below.

Earth-Shattering, Faith-Shaking, Well-Documented Deceit, September 25, 2003

Few realize that China (the one China, the People's Republic of China) did NOT sign the San Francisco treaty and has NOT given up the right to demand reparations of both the Japanese and of the United States of America. By rights, most of the gold the USA took out of the Philippines–and all of the cultural treasures stolen by the Japanese from China–are the legitimate historical property of China, and we anticipate that “truth and reconciliation” will one day bring the above book center stage again.

2004 (US) Spinney Water and the Arab-Israeli Conflict

Chuck Spinney, who contributes highlighted items to the Journal of Public Intelligence, wrote the original modern book on defense waste and the plans/reality mismatch, shown below with a link to its Amazon Page.

Although not a professional intelligence analyst, Spinney is a deeply-experienced real-world analyst and understands the lunacy of building a strategy, a force structure, a foreign policy, or a campaign plan on ideological fantasies and misrepresentations. Israel and Palestine is a WATER issue, nothing more, nothing less. Below is his briefing to OSS '04 to that effect–prepare to be shocked at how Israel is stealing water from the Arab aquifers, and how Israeli agruculture is using 50% of the regions water to produce less than 5% of the Israeli GDP, all the while denying Palestinians their own water. The Arab govenrments, and the US Government, “go along” because they do not yet place proper emphasis on human rights and especially on the rights of indigenous peoples.

2003 Markowitz (US) Open Source in Support to All-Source Intelligence

PLATINUM LIFETIME AWARD Dr. Joseph Markowitz

Dr. Joseph Markowitz is without question the most qualified Open Source Intelligence (OSINT) pioneer in the ranks of those presently in or retired from U.S. government service. As the only real chief of the Community Open Source Program Office (COSPO) he tried valiantly to nurture a program being systematically undermined by both the leadership and the traditional broadcast monitoring service. When he moved on to advise the Defense Science Board, he served America well by helping them fully integrate the need for both defense open source information collection and exploitation, and defense information sharing with non-governmental organizations. His persistent but diplomatic efforts merit our greatest regard.

Clicking on the photograph leads to the 1995 Strategic Plan that was rejected by a series of Directors of Central Intelligence (DCI) for all the wrong reasons. Since then Dr. Markowitz has written the Open Source Intelligence (OSINT) elements of all the major Defense Science Board (DSB) reports, and it is to his credit, as well as that of Don Gessaman, that the most senior civilians in the Office of Management and Budget (OMB) fully understand both the draconian short-falls in our capaiblity, and the ease with which they could be resolved.

Carmen Median retired–her brilliance and innovative spirit surfaced at the top too late in the game. She is, however, like General Peter Schoomaker, USA (Ret), one of those bright lights that in our view should be brought back in to manage a global multinational information sharing and sense-making grid. She is not forgotten, and we hold her in the very highest esteem.

Academics can be cool and useful.

These two guys are worth over $50billion a year to the Internal Revenue Service (IRS), but the U.S. Government does not seem to care about intelligence-driven revenue-collection.

These guys ROCK and represent all that academics should be in the service of their country and theircommunity.

Dr. Simon J. Pak and Dr. John S. Zdanowicz, Penn State University and Florida International University OSS '03: For their extraordinary demonstration, with a tangible value to the public of $50 billion a year in tax fraud savings, of new methods of academic investigation into public trade records, and the consequent discovery of specific instances of import-export money laundering and financial fraud, as well as weight variances associated with the smuggling of contraband and the mis-representation of cargo.
