Phi Beta Iota: Buckminster Fuller and Russell Ackoff nailed it–everything has to be evaluated in relation to energy source and cost and time cost, and you have to focus on doing the right things, not doing the wrong things righter. Where Mr. Pickens went wrong was in sticking with the centralized ownership concept. Wind power and solar power are best for localized applications. The central grid–the Industrial Era top down control grid, is DEAD. Similarly, water and sewage should not be centralized grids demanding massive investments in collection and processing. The graphic to the right shows corruption in the center–when analytics and decision-making lose their holistic integrity, they inevitably fail to achieve the desired outcome while creating cascading costs everywhere else. Military spending in the USA is at the beginning of a nose dive–our military leaders would be wise to get a grip sooner than later, and “beat the dive” by making evidence-based decisions (Advanced IO) sooner than later. Now a really advanced thought: 21st Century national security is about eradicating corruption at home and abroad–this makes possible the creation of a prosperous world at peace. The breadth of that challenge is in the graphic below. That is an IO challenge, not a kinetic challenge. IO must be co-equal to kinetics beginning immediately. In our humble opinion.

Aldous Huxley Would Be Proud

EXTRACT: British novelist Aldous Huxley was a social critic and futurist, who is best known for penning Brave New World, which, aside from being a nearly 80-year-old science fiction masterpiece, is both an allegory and prophecy for 21st Century western society.

Huxley’s finger was on the pulse of human freedom, and he warned us over 50 years ago that it was fading fast. In 1958, he predicted that when concentrated in the hands of the “Power Elite,” rapidly evolving “mass communication” like television would be a critical tool of social and political conformity. Technology is only the medium, and it is “neither good nor bad,” Huxley wrote, but when in the wrong hands it can be “among the most powerful weapons in the dictator’s armory.” Propaganda, the suppression of the truth, particularly in democratic societies, Huxley argued, would bring upon an age of human enslavement, where instead of yokes and chains, people in celebrated “free” societies like America would be bound by the soft restraints of ignorance, incuriousness, distraction and irrationality.

EXTRACT: In his 1958 interview with Mike Wallace, Huxley explained his concept of velvet totalitarianism:

“’If you want to preserve your power indefinitely, you must get the consent of the ruled,’ he said. Those in power will do this primarily through ‘techniques of propaganda,’ by ‘bypassing the rational side of man and appealing to his subconscious and deeper emotions’ and ‘making him love his slavery.’”

I would submit that Mr. David Brooks loves his slavery, and furthermore, is the perfect “alpha caste” prototype from Brave New World – he uses the good brains God (Ford) gave him to reflexively sustain the status quo, barking and nipping like a loyal lapdog when something or someone threatens it. The same goes for the rest of the so-called journalistic elite who have taken to the Net and on the television to discredit Assange in recent days, either through bald ad hominem or discrediting his work as “not journalism,” or “criminal.” Proto-elite scrambling among the herd of pundits across the mediascape are the worst, feeling they have to be more red-faced and extravagant in their commentary in order to stand out.

EXTRACT: They aren’t even necessarily things we shouldn’t be reading or have some level of access to. Officials and journalists of every ilk spent the better part of this decade bemoaning the “over classification” of government information before, and especially after, 9/11. When pouring over the reams of information for the 9/11 Commission, former New Jersey Gov. Thomas Kean, who was chairing the commission said, “Three-quarters of what I read that was classified shouldn’t have been.”

Kelley Vlahos is married to Michael Vlahos, and they are two of the most nuanced thinkers we know. The era of secrecy and top-down micro-management for the benefit of the few is over. It will not be replaced by communism or anarchy, it will be replaced by moral communitarian capitalism and panarchy. It will focus–as we should have been focused since the end of World War II–on the needs and gifts of the five billion poor who can create infinite wealth, especially when we achieve infinite free energy by turning away from the corruption associated with the scarcity of fossil fuels, and instead tap into the free cosmic energy that Buckminster Fuller addressed so ably. From Virtual Secretary of Defense

Purpose

The purpose of this memorandum is to establish priorities for my strategic objectives through 2012 and pending the concurrence of a new president with a proper staff, 2020. There is no such thing as strategic guidance for one year. This document informs without directing anyone.

Intent

My intent is to establish a baseline of truth–the truth at any cost reduces all other costs–so as to return our Armed Forces to a condition of readiness, responsiveness, and effectiveness in the face of all threats to the Republic, both domestic and foreign. At a minimum this means an Air Force capable of long-haul lift; a Navy capable of distributed littoral operations; an Army able to fight uncomfortable wars while also reinforcing legitimate governments and where appropriate helping insurgents holding the moral high ground to displace despotic regimes. It also means a Marine Corps able to put air-land-sea forces on any spot in 24 hours (platoon landing team), 48 hours (company landing team) and 72 hours (battalion landing team), along with a Coast Guard able to fulfill all of its homeland safety and security missions. Underlying my intent for the Armed Forces is a strategic intent to demand clarity, integrity, and sensibility from the Whole of Government–sustainable legal orders consonant with our public's culture.

Our blood must only be shed when our brains are engaged and all other means–cultural, diplomatic, economic, educational, and political–cannot achieve the objectives that are open, legal, ethical, moral, and validated by both Congress and the public. My intent therefore consists of creating the conditions for getting a grip on reality and being able to deal with reality, with a particular emphasis on assuring that all information necessary to inter-agency effectiveness and multinational engagement is both known to us, and shareable with others.

Focus on tax package, Republican future, focus on Federal Reserve and oversight if not termination of the Federal Reserve. Focus on danger of central economic planning. Do not attack individuals, but rather the “system.” It's going to get a lot worse. Need more transparency. Everything Fed does is secret and they have a budget bigger than US Congress. They bail out the insiders, not America. Bad economics and not legal under the Constitution. He is pressed hard by interviewers on bubbles existing before the Fed. You pay the price of SHORTER recessions. The debt is liquidated. Today our whole goal is to perpetuate the mistakes. Only thing worse than the Fed would be a “One World” currency. Explicit prohibition against printing money (applies to BOTH the Fed and to Congress). What is really at issue here is NOT the Fed, but rather the role of government in the eyes of the people. Stopping the Fed stops the US Government from being a world policeman and a regulator of our lives and the world.

REMINDER: Environmental Degradation, not Climate Change, is High-Level Threat #3. Climate Change is less than 10% of that, and within Climate Change, mercury and sulfer are more important than carbon. Furthermore, it is not possible to address any one threat without addressing the other nine (e.g. #1 Poverty) with harmonized policies from Agriculture to Water, so the bottom line is that these talks are isolated and worthless. The world needs a serious global strategy with serious analytics, a commitment to understanding true costs of every product and service, and a commitment to bringing the five billion poor into a prosperous world at peace. Anything less is a betrayal of the public trust.

Phi Beta Iota: The US Government continues to be chaotic in part because its civilian leaders simply do not know what they do not know. They have the best of intentions, but have been promoted into a new world far removed from the world imprinted on them in their formative years. There are four ways to address global engagement needs:

1. With government employees performing inherently governmental functions. PROBLEM: The US Government has become hollow, with most of the experienced personnel scheduled for retirement in 2012 (if they don’t retire we lose what is left of the middle), and the bulk of the population, e.g. at CIA, having less than six years experience and being phenomenally ignorant of the real world. An inter-agency cadre for D&D does not exist.

2. With contractors hired to government specifications on a cost plus basis. This is what killed the Pentagon–decades of engineering responsive to military specifications on a cost plus basis, with no accountability anywhere. As we have seen in Iraq and elsewhere, individual instances aside, contractors are generally too expensive, very under-qualified, and often a major political risk hazard. They also loot our qualified manpower–in both intelligence and special forces, we have lost too many good people to bad jobs with too much money.

3. Multinational government task forces in which we plan, program, and budget for using the US military as a “core force” to provide intelligence, operations (mobility, logistics), and communications, and we default to unclassified information-sharing and sense-making. This allows culturally and linguistically qualified individuals to work at the highest levels of performance for the lowest per capita cost.

4. Multinational hybrid task forces in which we plan, program, and budget for using the US military as the “core force” to provide intelligence, operations (mobility, logistics), and communications, and we default to unclassified information-sharing and sense-making. This increases by a factor of SEVEN the number of culturally and linguistically qualified individuals to work at the highest performance levels for the lowest per capita cost with the greatest possible flexibility in covering all needs–the “eight tribes” (academia, civil society, commercial, government–all levels, law enforcement, media, military, non-governmental) become a “whole” force, using shared information and shared mostly unclassified decision support (intelligence) to achieve both a common view of the battlefield, and to most efficiently connect micro-needs in the AOR with micro-gifts from an infinite range of givers.

The Quadrennial Diplomacy and Development Review is at least 20 years too late. It means well. It is both delusional and incomplete. Delusional because no one part of government can become effective until the Office of Management and Budget (OmB) learns to manage again, and incomplete because State simple does not “get” bona fide multinational operations or recognize the “eight tribes.” There is a small seed crystal here, one that could flourish if the Department of Defense (DoD)–or any significant element of DoD such as the US Army–were to “flip the tortilla” and recognize that the greatest contribution DoD can make in the next 20 years is to get a grip on reality, get a grip on open spectrum, open source intelligence, and open source software, and serve as the “center” for Whole of Government planning, programming, and budgeting, toward the end of creating a prosperous world at peace via low-cost low-risk multinational hybrid task forces that use information and intelligence as a substitute for wealth, violence, time, and space.

The Media Gets It Wrong on WikiLeaks: It's About Broken Trust, Not Broken Condoms

EXTRACT: It's notable that the latest leaks came out the same week President Obama went to Afghanistan for his surprise visit to the troops — and made a speech about how we are “succeeding” and “making important progress” and bound to “prevail.”

The WikiLeaks cables present quite a different picture. What emerges is one reality (the real one) colliding with another (the official one). We see smart, good-faith diplomats and foreign service personnel trying to make the truth on the ground match up to the one the administration has proclaimed to the public. The cables show the widening disconnect. It's like a foreign policy Ponzi scheme — this one fueled not by the public's money, but the public's acquiescence.

The cables show that the administration has been cooking the books.

EXTRACT: For the Obama administration, it appears that accountability is a one-way street. When he had the chance to bring the principle of accountability to our wars in Afghanistan and Iraq, and investigate how we got into them, the president passed. As John Perry Barlow tweeted, “We have reached a point in our history where lies are protected speech and the truth is criminal.”

Any process of real accountability, would, of course, also include the key role the press played in bringing us the war in Iraq. Jay Rosen, one of the participants in the symposium, wrote a brilliant essay entitled “From Judith Miller to Julian Assange.” He writes:

For the portion of the American press that still looks to Watergate and the Pentagon Papers for inspiration, and that considers itself a check on state power, the hour of its greatest humiliation can, I think, be located with some precision: it happened on Sunday, September 8, 2002.

That was when the New York Times published Judith Miller and Michael Gordon's breathless, spoon-fed — and ultimately inaccurate — account of Iraqi attempts to buy aluminum tubes to produce fuel for a nuclear bomb.
