Phi Beta Iota: We have been highlighting our couinterintelligence deficiencies since the 1990's, primarily focused on the need for religious counterintelligence, but also on the need to recognize that sub-state and non-state groups are legitimate threats in and of themselves.  Today the US military it thoroughly penetrated by multiple networks from Opus Dei and the Mormons to radical Islamics and plain street gangs happy to not only receive advanced training, but access to easily stolen weapons–one of the dirty little secrets of the US military is how little control it has over the primary weapon of mass destruction on the planet, small arms (which we also like to sell liberally to anyone with cash and especially dictators).

Phi Beta Iota: Conventional minds cannot handle the esoteric, in part because they have been dumbed down by really rotten educational systems that emphasize rote learning, and in part by social conventions that reward loyalty to idiocy over self-discovery and “branching.”  We are seeing a convergence in “revelations” as more individuals achieve “hacker-like” open minds despite the Paradigms of Failure.  Today we bring together three stories:  Deep Secrets; UN use of climate change to achieve World Government “functionality (an oxymoron); and the M-Fund in Japan.

Deep Secrecy

This Article offers a new way of thinking and talking about government secrecy. In the vast literature on the topic, little attention has been paid to the structure of government secrets, as distinct from their substance or function. Yet these secrets differ systematically depending on how many people know of their existence, what sorts of people know, how much they know, and how soon they know. When a small group of similarly situated officials conceals from outsiders the fact that it is concealing something, the result is a deep secret. When members of the general public understand they are being denied particular items of information, the result is a shallow secret. Every act of state secrecy can be located on a continuum ranging between these two poles.  [Emphasis added.  Click on logo for rest of abstract and Keywords.]

Russian trade ministry officials are reporting to Prime Minister Putin today that China is preparing to plunge the United States and European Union into the “dustbin of history” as major World economic powers over their, the West’s, deliberate collapsing of the present Global economic system in order to install their long sought after New World Order.

China’s intent to carry out on their threat, these reports say, began this past week when, as perhaps best stated by one American financial analyst, China told the West to go “straight to hell” when the Chinese stated they would deliberately default on Trillions-of dollars in US backed debt security instruments called  OTC  because they were fraudulently created by Western bankers and as such are now considered an “act of war”.

Govt: Medicare paid $47 billion in suspect claims

WASHINGTON — The government paid more than $47 billion in questionable Medicare claims including medical treatment showing little relation to a patient's condition, wasting taxpayer dollars at a rate nearly three times the previous year.  . . . . . .

n recent years, the suspect claims have included Medicare prescriptions from doctors who were dead, and requests for payment for medical supplies such as blood glucose strips for sexual impotence and diabetic shoes for leg amputees. Patients, many of them new citizens who barely speak English, are sometimes recruited by brokers who go door-to-door offering hundreds of dollars for use of their Medicare numbers.  . . . . . .

Records released in the past week showed that CMS for three years ignored internal watchdog warnings about swindlers stealing millions of dollars by scamming several Medicare programs. The agency received roughly 30 warnings from inspectors but didn't respond to half of them, even after repeated letters.
