How military leaders have let us down

I spent last year in Afghanistan, visiting and talking with U.S. troops and their Afghan partners. My duties with the Army’s Rapid Equipping Force took me into every significant area where our soldiers engage the enemy. Over the course of 12 months, I covered more than 9,000 miles and talked, traveled and patrolled with troops in Kandahar, Kunar, Ghazni, Khost, Paktika, Kunduz, Balkh, Nangarhar and other provinces.

What I saw bore no resemblance to rosy official statements by U.S. military leaders about conditions on the ground.

Tell The Truth

When it comes to deciding what matters are worth plunging our nation into war and which are not, our senior leaders owe it to the nation and to the uniformed members to be candid — graphically, if necessary — in telling them what’s at stake and how expensive potential success is likely to be. U.S. citizens and their elected representatives can decide if the risk to blood and treasure is worth it.

Likewise when having to decide whether to continue a war, alter its aims or to close off a campaign that cannot be won at an acceptable price, our senior leaders have an obligation to tell Congress and American people the unvarnished truth and let the people decide what course of action to choose. That is the very essence of civilian control of the military. The American people deserve better than what they’ve gotten from their senior uniformed leaders over the last number of years. Simply telling the truth would be a good start. AFJ

Phi Beta Iota:  Terrorism is a tactic.  Both Israel and the USA have used it to great effect, and evidently continue to use it today, not only as a flag political tactic, but in the case of Isreal, to sell security services (warn of car bomb; car bomb; sell tons of cameras and security services to morons that don't realize they've been had).  Terrorists want what we all want: dignity for themselves and legitimacy in any government that pupports to be responsible for their liberty and general welfare.  The Preamble to the Constitution is always a useful touchstone–Ron Paul does not get three of the four parts:

We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

Why Black Market Entrepreneurs Matter to the World Economy

Not many people think of shantytowns, illegal street vendors, and unlicensed roadside hawkers as major economic players. But according to journalist Robert Neuwirth, that’s exactly what they’ve become. In his new book, Stealth of Nations: The Global Rise of the Informal Economy, Neuwirth points out that small, illegal, off-the-books businesses collectively account for trillions of dollars in commerce and employ fully half the world’s workers.

Further, he says, these enterprises are critical sources of entrepreneurialism, innovation, and self-reliance. And the globe’s gray and black markets have grown during the international recession, adding jobs, increasing sales, and improving the lives of hundreds of millions. It’s time, Neuwirth says, for the developed world to wake up to what those who are working in the shadows of globalization have to offer. We asked him how these tiny enterprises got to be such big business.

Wired: You refer to the untaxed, unlicensed, and unregulated economies of the world as System D. What does that mean?

Robert Neuwirth:There’s a French word for someone who’s self-reliant or ingenious: débrouillard. This got sort of mutated in the postcolonial areas of Africa and the Caribbean to refer to the street economy, which is called l’économie de la débrouillardise—the self-reliance economy, or the DIY economy, if you will. I decided to use this term myself—shortening it to System D—because it’s a less pejorative way of referring to what has traditionally been called the informal economy or black market or even underground economy. I’m basically using the term to refer to all the economic activity that flies under the radar of government. So, unregistered, unregulated, untaxed, but not outright criminal—I don’t include gun-running, drugs, human trafficking, or things like that.

Wired: Certainly the people who make their living from illegal street stalls don’t see themselves as criminals.

Neuwirth: Not at all. They see themselves as supporting their family, hiring people, and putting their relatives through school—all without any help from the government or aid networks.

Wired: The sheer scale of System D is mind-blowing.

Neuwirth: Yeah. If you think of System D as having a collective GDP, it would be on the order of $10 trillion a year. That’s a very rough calculation, which is almost certainly on the low side. If System D were a country, it would have the second-largest economy on earth, after the United States.

Phi Beta Iota:  System D is completely separate from straight forward black crime (organized crime) or white crime (Goldman Sachs et al).  What this really means is that governments have lost all legitimacy and two thirds of the global economy now considers governments to be at best a meddling (and costly) nuisance and at worst the enemy to be defeated by any means necessary.   Governments brought this on themselves.

On 12 December, I described a concatenation of warmongering pressures that were shaping the popular psyche in favor of bombing Iran.  Now, in a 21 December essay [also attached below], Steven Walt describes a further escalation of these pressures — in this case, via the profoundly flawed pro-bombing analysis, Time to Attack Iran: Why a Strike is the Least Bad Option, penned by Matthew Kroenig in January/February 2012 issue of the influential journal Foreign Affairs.

One would think that our recent experiences in Iraq and Afghanistan and our growing strategic problems in Pakistan, not to mention our economic problems and political paralysis at home, would temper our enthusiasm for launching yet another so-called preventative war.  But that is not the case, as Kroenig's analysis and the growing anti-Iran hysteria in the debates among the the Republican running for president show (Ron Paul excepted) show.  Moreover, President Obama’s Clintonesque efforts to triangulate the pro-war political pressures of the Republicans, while appeasing the Israelis, may be smart domestic politics in the short term, but they add fuel to the pro-war fires shaping the popular psyche. Finally, as I wrote last January, lurking beneath the fiery anti-Iran rhetoric are more deeply rooted domestic political-economic reasons for promoting perpetual war — reasons that have more to do with sustaining the money flowing into the Military – Industrial – Congressional Complex in the post-Cold War era than in shaping a foreign policy based on national interests.

While it is easy to whip up popular enthusiasm for launching a new war, our misadventures in Iraq and Afghanistan have shown that successfully prosecuting wars of choice are quite another matter.  Nevertheless, as my good friend Mike Lofgren explains in his recent essay, Propagandizing for Perpetual War, devastating rebuttals like Walt's are likely to have little effect on the course of events.

One final point … a surprise attack on Iran would trigger a far tougher war to prosecute successfully that either Iraq or Afghanistan.  If you  doubt this, I suggest you study Anthony Cordesman’s 2009 analysis of the operational problems confronting Israel, should it decide to launch a surprise attack on Iran’s nuclear facilities.

Yet, the beat goes on.

The worst case for war with Iran

If you'd like to read a textbook example of war-mongering disguised as “analysis,” I recommend Matthew Kroenig's forthcoming article in Foreign Affairs, titled “Time to Attack Iran: Why a Strike Is the Least Bad Option.” It is a remarkably poor piece of advocacy, all the more surprising because Kroenig is a smart scholar who has done some good work in the past. It makes one wonder if there's something peculiar in the D.C. water supply.

There is a simple and time-honored formula for making the case for war, especially preventive war. First, you portray the supposed threat as dire and growing, and then try to convince people that if we don't act now, horrible things will happen down the road. (Remember Condi Rice's infamous warnings about Saddam's “mushroom cloud”?) All this step requires is a bit of imagination and a willingness to assume the worst. Second, you have to persuade readers that the costs and risks of going to war aren't that great. If you want to sound sophisticated and balanced, you acknowledge that there are counterarguments and risks involved. But then you do your best to shoot down the objections and emphasize all the ways that those risks can be minimized. In short: In Step 1 you adopt a relentlessly gloomy view of the consequences of inaction; in Step 2 you switch to bulletproof optimism about how the war will play out.

Kroenig's piece follows this blueprint perfectly.

Prologue

Competitive intelligence (CI) began to make inroads at a few leading-edge US companies such as Motorola and Kellogg back in the mid-1980s. Since then, companies have been investing in personnel, software, and consultants’ services to systematically monitor their competitors. At one point in time, (old) ATT had over 30 people in its business services division’s CI department, and pharmaceutical firms were not far behind. Today, 90  percent of all Fortune 500 companies have some form of formal CI activities. Yet, ask top executives to recall one occasion of how CI affected their strategy, and they go blank. Ask them who their intelligence analyst is, and they have no idea. At an age when ‘‘rising global competitive pressure’’ is on every executive’s lips, why has CI failed to leave real impact on companies’ C-suites?

The answer is deceptively simple: companies never built real competitive intelligence capabilities. Instead they created elaborate and detailed practices for closely monitoring competitors’ every little move. How important is bird-watching to an airline pilot flying at 39,000 feet? Competitors just do not matter that much to executives, and rightly so.

That is the good news. The bad news: they never built real intelligence capabilities.  Executives short-change themselves like a ship captain navigating in thick fog without radar.  Worse, while around him the horns are blaring, he listens only to his iPod.

Purpose – The purpose of the paper is to point out how little competitors matter for companies' long-term success, how little support executives receive with intelligence that does matter, and to offer a different solution.

Design/methodology/approach – The paper uses numerous examples of competitive failures and success that point out the limits of competitors' impact on a company's performance. It covers the theory of strategic positioning and industry change drivers and provides a practical definition of strategic intelligence.

Findings – Competitors do not matter to executives; “competitive intelligence” has been misinterpreted as competitor-watching and has therefore had no real value to executives, and companies leave their executives vulnerable to disastrous blindsiding.

Practical implications – Companies should and could markedly improve their intelligence support of top executives, but need to rethink their whole approach to competitive intelligence. Companies can also significantly improve the way they monitor the competitive environment by redirecting their efforts.

Originality/value – Executives are short changed by their organizations' own processes of closely watching competitors. For the first time, this paper exposes the myth that competitive intelligence – as practised by more than 90 percent of the Fortune 500 – has value for executives and offers a unique approach to improving companies' strategic intelligence capability.
