This monograph by Dr. Kenneth Lieberthal, a PDF of 81 pages, is just out (September 2009) from the China Center of the Brookings Institute. In its area of specific focus, getting analysis right, it is a solid B+, short of an A because it continues the unilateralist mind-set that eschews both full engagement with the other seven tribes of intelligence, and with multinational governments, corporations, and non-profit organizations that do not wish to share secrets but are willing to share substantive knowledge.
General Peter Schoomaker–the same general that gave Open Source Intelligence (OSINT) a proper hearing at the U.S. Special Operations Command, created the first active duty Army Civil Affairs Brigade since WWII, stood up by Col Ferd Irizarry, USA. I personally believe that the theaters commands must become Whole of Government commands, and that Army Civil Affairs Brigade should become the hub for a global Earth Rescue Network that includes all relevant personnel from all eight “tribes” (government, military, law enforcement, academia, business, media, non-profit and non-governmental, and civil society including labor unions, religions and citizen wisdom councils and advocacy groups.
This monograph, commissioned by the Strategic Studies Institute (SSI) had *not* been validated and is offered in draft to avoid delay in sharing the core ideas for enhancing US Army performance in Stabilization & Reconstruction operations. I am *very* interested in having a dialog on this including errors and omissions, and will respond to any comments.
DIME is military for Diplomatic, Information, Military, Economic. It is an old acronym that leaves out Social, Cultural, Technical, Demographic, Natural, and Geographic as well as Political and Criminal, but we work with what we have.
The Strategic Studies Institute (SSI) at the Army War College in Carlisle, PA is one of America's gems, along with other service educational and strategic thinking centers. The professionalism and open-mindedness and rock-solid integrity are models to be emulated by all others.

This monograph is a distillation of my book, “The New Craft of Intelligence,” but one tailored for the U.S. Army, which under the leadership of General Peter Schoomaker has gone full force into the future, creating 40+ brigades out of the 10+ divisions, creating stabilization & reconstruction forces, being the first service to designate Open Source Intelligence (OSINT) as a separate “INT” with its own concepts, doctrine, manning, and funding, and so on. US Army personnel can get a free copy from the Strategic Studies Institute at the US Army War College, and it is also online there, visible to the public and printable as a PDF. Including in this publication are recommendations that have been considered (not necessarily adopted) by the Undersecretary of Defense for Intelligence, who first articulated the need for universal coverage, in all languages, at the neighborhood level, 24/7, in January 2004.
This was my first attempt to formalize the two major paradigm changes that the Department of Defense continues to resist at levels below the Secretary of Defense, himself an intelligence professional:
Need to shift from state-based threats with fixed addresses to non-state threats able to play “off the shelf.”
Need to shift from heavy reliance on high-tech secret sources to low-tech human and open sources.
