China-US-Vietnam: Defense Minister Liang Guanglie held talks with US Defense Secretary Gates in Hanoi on Monday on the sidelines of the 1st ASEAN Defense Ministers' Meeting Plus (ADMM-Plus) on bilateral military ties.

Defense Minister Liang invited Gates to visit China early next year, a Chinese official said. Gates accepted the invitation, according to the deputy head of external relations in the Chinese Defense Ministry.

The meeting in which the Chinese made the offer is the first meeting between the two senior defense officials in a year.

NIGHTWATCH Comment: The Chinese characterization of US ties bears attention. Liang said Sino-U.S. relations have maintained momentum of stable development in recent years as China and the United States have agreed to build a positive, cooperative and comprehensive relationship for the 21st century. China-U.S. relations are of increasing global influence, he added.

Liang said military relations constitute an important part of bilateral ties. Currently, the two countries are facing some obstacles in developing military relations, with the U.S. arm sales to Taiwan being the main reason.

NIGHTWATCH Comment: This part of Liang's remarks glosses over the brittleness of the “obstacles” involving Taiwan. The opening part of the comment minimizes the extent of US concern about China's lack of opacity and unwillingness to cooperate. The Chinese definition of a “positive, cooperative and comprehensive relationship” does not match the US definition. In the US definition, a positive, cooperative and comprehensive relationship does not yet exist. To try to develop such a relationship is the reason for Gates' persistence in soliciting an invitation.

NIGHTWATCH Comment on perception management: The US media has made clear that the US is the supplicant seeking a Chinese invitation for the US Secretary, after several Chinese rejections, most sensationally in Singapore by a low ranking Chinese general. Ties were set back by a US decision to sell Taiwan $6.4 billion in defensive arms, to which the Chinese objected strongly and froze defense contacts.

The imagery in Asia is that the rulers of the Central Kingdom finally granted the request for an audience from a recalcitrant supplicant because of his persistence. This is a scenario out of Chinese folklore. The folklore imagery and analogy suggest the Secretary should expect little because he is a player in a modern version of an old folk tale whose primary purpose was to showcase the superiority of the Central KIngdom.

The US is prone to interpret an invitation as a small political breakthrough. That might be an exaggeration. The Chinese are more likely to interpret it as their politicial victory that requires kneeling, head knockings (the imperial kowtow ritual was 3 kneelings and nine knocking of the head) and gifts.

Regarding Southeast Asia, Defense Minister Liang played to the audience and was his most unctuous. His purpose was to reassure China's Southeast Asian neighbors about China' s peaceful intentions. A quick look at Chinese territorial sea claims in the South China Sea puts the lie to China's peaceful intentions, but the Southeast Asian memory of resisting Chinese hegemony is long and fresh.

Phi Beta Iota: China is a perfect and worthy counter-part for thinking about Whole of Government and 21st Century Leadership, both of which escape the US Government and its two-party political monopoly.  Strategic analytics is not something that CIA is capable of, nor is it something that the White House or Congress “compute” as essential to their still-imperial view of hegemony by right and ideological fantasy.  Beyond Chna lie Brazil, India, Indonesia, Iran, Russia, and Wild Cards such as Turkey.  The incapacity of the US Government to get its act together is brutally obvious and viscerally troubling.

Why Social Media Is Reinventing Activism

The argument that social media fosters feel-good clicking rather than actual change, began long before Malcolm Gladwell brought it up in the New Yorker — long enough to generate its own derogatory term. “Slacktivism,” as defined by Urban Dictionary, is “the act of participating in obviously pointless activities as an expedient alternative to actually expending effort to fix a problem.”

If you only measure donations, social media is no champion. The national chapter of the Red Cross, for instance, has 208,500 “likes” on Facebook, more than 200,000 followers on Twitter, and a thriving blog. But according to the Chronicle of Philanthropy, online donations accounted for just 3.6% of private donations made to the organization in 2009.

But social good is a movement still in its infancy. Facebook launched in 2004, YouTube in 2005 and Twitter in 2006. Let’s give the tools a little while to grow up before we start judging them.

All of that virtual liking, following, joining, signing, forwarding, and, yes, clicking, has a lot of potential to grow into big change. Here’s why:

In his book, “NATO's Secret Armies: Operation GLADIO and Terrorism in Western Europe,” Daniele Ganser described their clandestine Cold War operations, run by European secret services, collaborating with NATO, the CIA and Britain's MI6 and Secret Intelligence Service (SIS) against a possible Soviet invasion, internal communist takeovers, or others on the political left gaining power.

EXTRACT:

In Italy, against both communist and socialist parties, it was claimed they wanted to weaken NATO “from within,” Italian judge, Felice Casson, learning that right-wing terrorists carried out bombings against civilians, blamed them on the left, neo-fascist Vincenzo Vinciguerra explaining the scheme as follows:

“The reason was quite simple. They were supposed to force these people, the Italian public, to turn to the state to ask for greater security. This is the political logic that lies behind all the massacres and the bombings which remain unpunished, because the state cannot convict itself or declare itself responsible for what happened.”

In 2000, the Italian Senate was more explicit, saying:

“Those massacres, those bombs, those military actions had been organized or promoted or supported by men inside Italian state institutions and, as had been discovered more recently, by men linked to the structures of United States intelligence,” meaning CIA mainly.

Former director William Colby admitted in his memoirs that covert western armies were a major CIA initiative, begun post-WW II, and restricted “to the smallest possible coterie of the most reliable people, in Washington (and) NATO” to keep the initiative secret.

Phi Beta Iota: CIA's importation of 100 Nazis a year after WWII (and probably many more, it has always considered itself above the law, both domestic and foreign) fueled a truly psychopathic perception of communism that led to policies and programs that today are clearly seen to be crimes against humanity, but back in the day were seen as “collateral damage” essential to contain communism while maintaining “control” over key governments.

The below report by the Open Society Foundations (a Soros project) is extremely important and should get the widest distribution.  It documents the cumulative blowback caused by our narcissistic ideas about how to win the hearts and minds of the Afghans.  It does this by systematically examining the views of a wide variety of Afghans in an effort to construct an Afghan narrative of how the intervention is affecting their lives. That this narrative is often at variance with our views (which makes it easy to dismiss by western military leaders), the report shows why this is really quite beside the point.  Of particular interest (at least to me) is the Afghan narrative of the psychological effects of collateral damage cause by our all-seeing, all-knowing precision strike systems. It is a classic on how the ongoing self-referencing BS about the performance of these weapons is blowing back on itself to magnify the atmosphere of mistrust and alienation that is playing directly into the success of the insurgent's guerrilla strategy.

Of course, this report might be easily dismissed by those patriotic Amurikans, drunk on High Tea, as the subversive product of the lefty Hungarian-emigre George Soros, who is, after all, just another ‘other.'

Phi Beta Iota: A properly managed intelligence campaign would have anticipated and then closely monitored this kind of situational awareness.  It is called “Intelligence Preparation of the Battlefield.”  Neither CIA nor DIA know how to do this.

Netanyahu's Freeze Scam

Prime Minister Benjamin Netanyahu's remarks at the formal White House launching of the resumed Middle East peace talks on September 2 were the clearest indication yet of his lack of seriousness. But neither the host, Secretary of State Hillary Clinton, nor any of the distinguished guests seemed aware of it. Indeed, they applauded his remarks. What they applauded was Netanyahu's dramatic declaration, as he faced Palestinian President Mahmoud Abbas, that the success of the resumed negotiations will depend on his own and Abbas' readiness to make “painful concessions” for the sake of peace.

If these words have any significance, they must mean that Netanyahu is prepared to make Israeli concessions that match Palestinian concessions: i.e., if Palestinians concede to Israel part of their territory east of the 1967 border, Israel would concede to the Palestinians comparable territory on its side of that border.

But everyone present at this festive White House event knew this to be completely untrue. Netanyahu has never offered to concede even one inch of Israeli territory to the Palestinians — not even from Palestinian territories Israel acquired in 1948 during its War of Independence, which the 1947 UN Partition Plan had assigned to Palestine's Arab population. In fact, no one has ever asked Israel to make any concession to the Palestinians — whether territory, water resources, Jerusalem or sovereignty. In respect to these and the other permanent-status issues, the concessions have all been demanded of the Palestinians. None were asked of Israel. So Netanyahu's offer of parallel Israeli concessions is a lie. Unless, of course, Netanyahu meant to apply the term “painful concessions” to his willingness to return to Palestinians a part of their own territory, all of which — up to the 1967 border — is universally recognized as being under Israeli occupation, and therefore subject to the Fourth Geneva Convention's strictures that absolutely forbid the transfer of the occupying power's population to those territories. If that is what he meant, what Netanyahu was telling Abbas is that Israel expects to be rewarded for returning some of the territory it unlawfully confiscated from the Palestinians by having Palestinians concede their right to the balance of that territory.

By getting the distinguished guests at this event to applaud this offer, Netanyahu can fairly be said to have done for international peace diplomacy what Bernard Madoff did for financial markets.
