Organization of American States (OAS): For the record. At the end of the 42d General Assembly of OAS members in Bolivia, the foreign ministers of Bolivia, Ecuador, Venezuela and Nicaragua announced that their countries had decided to withdraw from the Inter-American of Reciprocal Assistance, better known as the Rio Pact.
In making the announcement, Ecuadorian Foreign Minister Patino said, “Our countries have made the decision to bury what deserves to be buried, to throw into the trash what is no longer useful.”
Article Three states, in pertinent part,”The High Contracting Parties agree that an armed attack by any State against an American State shall be considered as an attack against all the American States and, consequently, each one of the said Contracting Parties undertakes to assist in meeting the attack in the exercise of the inherent right of individual or collective self-defense recognized by Article 51 of the Charter of the United Nations”
Twenty-two American countries variously have ratified the Treaty since 1947, but Cuba withdrew after the revolution and Mexico withdrew in 2004.
Comment: This is primarily a symbolic snub because the Pact is a relic of the Cold War and no surprise because the US Secretary of State did not attend the meeting.
All four withdrawing states have leftist governments and are the members of Venezuelan President Chavez' initiative known as the Bolivarian Alliance for the People of our Americas (ALBA), which is supposed to be a counterweight to the OAS. They appear determined to assert their distance from the US.
Argentina invoked the Rio Pact when it fought the British in the Falklands, but no American state rallied. The US invoked the Pact after the 9/11 attacks in 2001 to enlist the aid of the other American states in the War on Terror. Only four Central American states agreed to participate actively.
Phi Beta Iota: The creation of CELAC — the alternative to the OAS that excludes Canada and the US, has not been covered by the mainstream media. A sustainable revolution is occurring in the South; the US Government will be the last to understand this.

On the Second Anniversary of the Gaza Freedom Flotilla, Turkish Court Indicts Senior Israeli Military Officials in Murders of Nine Passengers

Two years ago I was a passenger on the first Gaza Freedom Flotilla which was sailing to break the Israeli naval blockade of Gaza. I watched from a small boat called the Challenger 1, as a much larger boat, the Mavi Marmara, with almost 600 passengers, was brutally attacked by the Israeli Defense Forces (IDF) commandos. 30 minutes later, our boat was attacked.
Using snipers from helicopters Israeli commandos shot many of the passengers on the exposed top deck of the ship. Other commandos in boats fired live ammunition, as well as percussion grenades, into all levels of the ship. As commandos repelled down from helicopters and boarded the ship, they executed at point blank range 5 passengers, including a 19 year old American citizen Furkan Dogan, whose body had five bullets including one to the back of his head. 9 persons, 8 Turkish citizens and one American citizen, were murdered and 50 others were wounded. One severely wounded Turkish man later died after being in a coma for many months.
Each of the six ships in the flotilla was attacked by IDF commandos. Passengers on the ships were shot with tasers and beaten by commandos. Potentially lethal paintballs were shot into the faces of passengers narrowly missing eyes and soft parts of the skull.

Hardware Assurance and its importance to National Security
Current issues. UK officials are fearful that China has the capability to shut down businesses, military and critical infrastructure through cyber attacks and spy equipment embedded in computer and telecommunications equipment. The Stuxnet worm is the most famous and best case example of a cyber attack on a network which wreaked devastation having easily compromised conventional software defensive systems. There have been many cases of computer hardware having backdoors, Trojans or other programs to allow an attacker to gain access or transmit confidential data to a third party. Considerable focus and expense has been invested in software computer networks and system defences to detect and eradicate such threats. However, similar technology with antivirus or anti Trojan capability for hardware (silicon chips) is not available. The computer or network hardware underpins and runs all the software defence systems. If the hardware has a vulnerability then all the energy in defending at the software level is redundant. An effort must be made to defend and detect at the hardware level for a more comprehensive strategy.
Our findings. Claims were made by the intelligence agencies around the world, from MI5, NSA and IARPA, that silicon chips could be infected. We developed breakthrough silicon chip scanning technology to investigate these claims.
We chose an American military chip that is highly secure with sophisticated encryption standard, manufactured in China. Our aim was to perform advanced code breaking and to see if there were any unexpected features on the chip.
We scanned the silicon chip in an affordable time and found a previously unknown backdoor inserted by the manufacturer. This backdoor has a key, which we were able to extract. If you use this key you can disable the chip or reprogram it at will, even if locked by the user with their own key. This particular chip is prevalent in many systems from weapons, nuclear power plants to public transport. In other words, this backdoor access could be turned into an advanced Stuxnet weapon to attack potentially millions of systems. The scale and range of possible attacks has huge implications for National Security and public infrastructure.
