Carol Gilligan is an ethicist and psychologist currently appointed as a University Professor at the New York University. She received an A.B. in English literature from Swarthmore College, a masters degree in clinical psychology from Radcliffe College and a Ph.D. in social psychology from Harvard University.   Her landmark book, In A Different Voice (1982) is described by Harvard University Press as “the little book that started a revolution.” Following In A Different Voice, she initiated the Harvard Project on Women's Psychology and Girls' Development and co-authored or edited 5 books with her students: Mapping the Moral Domain (1988), Making Connections (1990), Women, Girls, and Psychotherapy: Reframing Resistance (1991), Meeting at the Crossroads: Women's Psychology and Girls' Development, (1992) and Between Voice and Silence: Women and Girls, Race and Relationships (1995). She received a Senior Research Scholar award from the Spencer Foundation, a Grawemeyer Award for her contributions to education, a Heinz Award for her contributions to understanding the human condition and was named by Time Magazine as one of the 25 most influential Americans. Her more recent publications include The Birth of Pleasure: a New Map of Love (2002), Kyra: A Novel (2008), and, with David A. J. Richards, The Deepening Darkness: Patriarchy, Resistance, and Democracy's Future (2009).

Phi Beta Iota: NATO training of Afghan police a failure.  The inability of all NATO participants, not just the US participants, to understand the Afghan culture and train, equip, and organize accordingly, is the primary reason for the continued failure at the strategic, operational, and tactical levels.  Remarkably, the OSS.Net Afghanistan study is still in demand, as the only other useful document now available is the USMC culture study.  Combined with the 120 day rotation cycle and the absolute naivete of those being cycled in, Afghanistan is a failure across the board.

4th American Revolution? A New Turning Crisis

The next Fourth Turning is due to begin shortly after the new millennium, midway through the Oh-Oh decade. Around the year 2005, a sudden spark will catalyze a Crisis mood. Remnants of the old social order will disintegrate. Political and economic trust will implode. Real hardship will beset the land, with severe distress that could involve questions of class, race, nation and empire. The very survival of the nation will feel at stake. Sometime before the year 2025, America will pass through a great gate in history, commensurate with the American Revolution, Civil War, and twin emergencies of the Great Depression and World War II.

The mass murder in Tucson is another brick in the wall of this Fourth Turning Crisis. The importance of this tragic event is not what happened in that Safeway parking lot, but the reaction in the aftermath of the shooting.

Turnings are not about specific events, but how generations react to the events based on their stages of life. A turning is an era with a characteristic social mood, a new twist on how people feel about themselves and their nation.

It results from the aging of the generational constellation.  A society enters a turning once every twenty years or so, when all living generations begin to enter their next phases of life. We entered this Fourth Turning between 2005 and 2008, with the collapse of the housing market and subsequent financial system implosion.

New Law and National Security Report – No More Secrets: National Security Strategies for a Transparent World

WASHINGTON, D.C., Feb. 3, 2011—Recent events highlight the difficulty of keeping secrets in today’s increasingly transparent world.  A new report released by the American Bar Association’s Standing Committee on Law and National Security summarizes workshop discussions led by national security experts identifying national security strategies for addressing this challenge.  The group examined the implications of a world without secrets and what today’s secrets involve.

The team that convened included government, private sector, non-profit and academic national security experts. Although members of the working group did not all agree in every aspect of the discussion, there was general consensus that the government and private sector “confront an enormous challenge in trying to learn how to prevail in an increasingly transparent world.”

The report recommends that the government operate with fewer secrets to gain a significant advantage over those who “continue to cling to traditional notions of indefinite information monopoly.”
