Darpa: U.S. Geek Shortage Is National Security Risk

Darpa’s worried that America’s “ability to compete in the increasingly internationalized stage will be hindered without college graduates with the ability to understand and innovate cutting edge technologies in the decades to come…. Finding the right people with increasingly specialized talent is becoming more difficult and will continue to add risk to a wide range of DoD [Department of Defense] systems that include software development.”

Phi Beta Iota: Great insight….only 16 years behind the point made by the opening speaker at Hackers on Planet Earth 1994.  He said “When the Israeli's catch a hacker, they give him a job.  When we catch a hacker, we kick them in the teeth and throw them in jail.” We wait with bated breath for DARPA to reach 1998.

Phi Beta Iota: The police will not only lose this one, we anticipate that one day the Second Amendment will apply to radar detectors and other forms of defense against state excesses.  Certainly the public needs to take its right to be armed–both with weapons and with hip-pocket recording devices, with the utmost seriousness.

Three observations:

1.  Society has forgotten how to be civil at the same time that government has forgotten how to govern (satisfy most of the people most of the time, deal humanely with the rest).

2.  Police have become increasingly militarized and the 9/11 pork has made them more so, at the same time that the FBI and similar forms of authority have forgotten how to do arrests without a SWAT team crashing through the door first.

3.  If you tell the truth and act according to the truth, such counter-surveillance is utlimately beneficial to the truth teller rather than the abuser.

Ultimately, in our view, public use of public technologies to create public intelligence about police abuse and government waste and corporate externalizations of cost (Taiwan now pays for citizen cell recordings of pollution discharges), will be a beneficial means of restoring the public's power over “it's” police forces.

Citizen science is a term used for projects or ongoing program of scientific work in which individual volunteers or networks of volunteers, many of whom may have no specific scientific training, perform or manage research-related tasks such as observation, measurement or computation.

The use of citizen-science networks often allows scientists to accomplish research objectives more feasibly than would otherwise be possible. In addition, these projects aim to promote public engagement with the research, as well as with science in general. Some programs provide materials specifically for use by primary or secondary school students. As such, citizen science is one approach to informal science education.

Phi Beta Iota: Citizen Science is in its infancy, but with the emergence of open source software and open source intelligence combinations such as represented by SourceMap.org, Citizen Intelligence and Citizen Counterintelligence are sure to be coming along soon….and if combined with multi-lingual networks such as provided by Telelanguage, a global multinational citizen information-sharing and sense-making grid can be created that implements the Swedish vision of M4IS2: Multinational, Multiagency, Multidisciplinary, Multidomain Information-Sharing and Sense-Making.  This has enormous implications for both real-time science and real-time warning as well as real-time Emergency Action.

A Call to the People of the World to Support Iceland Against Financial Blackmail

Phi Beta Iota: This story is being ignored in the mainstream media, which is a mistake.  This is an early signal of the populism that will come like a tsunami over the next few yeras.  People of good will and common sense are beginning to recognize that governments are no longer working in their interests, and are making decisions that may be legally binding under the old paradigm, but are questionable in terms of sustainability of the commonwealths the governments are supposed to be protecting and nurturing.  In the end, as both Minister Mentor Lee Kuan Yew and Howard Zinn and Joanathan Schell all agree, demography rules.

In the coming months, we are going to be inundated by the rhetoric surrounding an economic policy debate over the question of whether or not the Federal Government ought to begin to reduce the fiscal imbalances in its budget.  The ideology of Joseph Schumpeter's Creative Destruction will be pitted against ideology of John Maynard Keynes, and the dominant issue will be the question of retrenchment: Should the Federal Government retrench? … or .. Will consumers and businesses continue to retrench?

The chart, which I have used before. It portrays the buildup of debt as a percentage of GDP for the different categories indebtedness that are at the center of the retrenchment question. All of the data from 1946 forward was compiled by the Federal Reserve.  Earlier data is from a mixture of sources including the Census, Fed, GAO, and Morgan Stanley.  I believe , it shows why some kind of retrenchment is now inevitable.

Although most economists and policy makers like to think of an economic system in mechanistic terms, the economy is in fact an unpredictable living thing made up of millions of players who move forward on a one-way trip through time along a pathway shaped by an interplay between chance and necessity.  In this sense, you can think of the figure above is an outward manifestation of the historical behaviour of a complex living organism.   When we hear pundits speak of the interplay of fear and greed, Greenspan's “irrational exuberance, or Keynes' “animal spirits”  they are talking about the living aspects of this system (to which they immediately slip backward in to applying mechanistic diagnostics).  When they do so, they forget that all living systems are complex open systems that use an ever-changing homeostatic mix of positive and negative feedback loops to maintain stability, while they maintain their structure by feeding on and expelling waste into their environment.  When these internal control loops get out of balance, the homeostatic regulating system breaks down, and the entire organism goes out of control in a form of runaway behavior, like cancer cells in living tissue.
