Phi Beta Iota: There is no question but that Dr. Tarpley is correct at the moment, the hedge funds are waging economic war on Europe, are out of control, and need to be stomped down. HOWEVER, what is not evident in his longer report is the fact that Europe welcomed help from Goldman Sachs and others in concealing its long-term debt, and it is for this reason that the hedge funds now have an “information advantage” that gives them a “sure bet” against the Euro generally and Greece specifically. Until the United Nations (UN), the European Union (EU), the African Union (AU), the Union of South American Nations (UNASUR), and the Shanghai Cooperation Organisation (SCO)–to name just a few–get a grip on the totality of the information relevant to their safety, security, and efficiency, predatory capitalism, virtual colonialism, and unilateral militarism will continue to rule. We already know that some 150,000 people were killed, 200,000 were injured and one million more lost their homes. After all the collapsed buildings are finally removed, this earthquake may be among the three or four worst disasters ever recorded anywhere on earth in terms of loss of life and injury.

Pentagon Shifts Its Strategy To Small-Scale Warfare

The shift in strategy sets up potential conflicts with defense contractors and powerful lawmakers uneasy with the Pentagon's growing focus on smaller-scale, guerilla warfare.

In particular, Defense Secretary Robert Gates has come to think that the Pentagon's traditional belief that it needed to be able to fight two major wars at the same time was outdated and overly focused on conventional warfare. The new QDR moves away from that model, a mainstay of U.S. military thinking for more than two decades, in favor of an expanded focus on low-intensity conflict.

Phi Beta Iota: This is most fascinating; it is also not the last word. Here is the timeline in short and long versions. Short: 22 years from advance guard to leadership; 12 years from internal think tanks to leadership; probably further delay from leadership acceptance to bureaucratic implementation: another 20 years.

1988: Commandant of the Marine Corps Al Gray and the USMC Intelligence Center figure it out. General Gray publishes “Global Intelligence Challenges in the 1990's,” American Intelligence Journal (Winter 1989-1990).

1992: USMC seeks redirection of one-third of the National Intelligence Topics (NIT) to Third World. Across the board stone-walling by other services and the US Intelligence Community.

CAN HAITI SURVIVE?

The United States and many other nations across the globe are sending water, food and troops to benighted Haiti. Charity groups and NGOs from New York to San Francisco are collecting money. The French are calling for a “conference on Haiti's reconstruction and development.” At least in these first few weeks following the horrific earthquake that shook the once-beautiful Caribbean isle, it seems that the world wants to give Haiti everything — except the truth.

Memo corrected to remove (Ret). BGen McMaster was promoted to his present rank on 29 June 2009 after being twice passed over (2006, 2007), presumably for having the integrity to be outspoken. He is the author of the widely-admired book Dereliction of Duty: Johnson, McNamara, the Joint Chiefs of Staff, and the Lies That Led to Vietnam.

Nine key factors are examined by BGen McMaster in his talk to the Office of the Director of National Intelligence (ODNI). Answers question on why we were so unprepared. Final paragraph of trip report:

Can’t get much from a database and IT networks, but contractors keep pushing and we keep buying. But what really need is experts from anywhere, context, and also need to ask the soldiers! Make Phebe Marr a general! Also pay attention to: Charles Tripp, R. Kadeiri, Sarah Chayes, Barnett R. Rubin and Ahmed Rashid, Michael Howard, Frontline piece on Children of the Taliban, Fariad Ali Han on borders. Educate analysts (and self-educate) on the place, don’t waste time training them on the process.
