A good start but less than 20% of what is needed.  This should be a living online directory that spans all military occupational specialties (e.g. communications, engineering, water treatment, power) and it should have a multinational information-sharing and sense-making component including of course reach-back to the Multinational Decision Support Center, wherever that might be located.  It would also benefit from a revitalization of DARPA's STRONG ANGEL and TOOZL, and a new pilot project to integrate Twitter and UNICEF's RapidSMS into the overall “outside the wire” C4I campaign plan.

UNIDIR (United Nations Institute for Disarmament Research) has produced a superb checklist approach to the mission of reducing the proliferation of small arms, which kill and maim and orphan tens of millions at a time.  The Director of UNIDIR at the time, Dr. Patricia Lewis, was the first UN official in modern times to contemplate the need for a UN-sponosred World Brain.  2003 Lewis (UNIDIR) Creating the Global Brain: The United Nations.

Kudos should be given to the UN’s Counter Terrorism Committee Executive Directorate (CTED) for producing what is perhaps the most comprehensive and frank assessments to date of the international community’s implementation of Security Council Resolution 1373 and the measures adopted to combat international terrorism. Their report was presented to the Security Council by CTED Executive Director Mike Smith on December 16th and provides detailed information on what is actually being done, on the vulnerabilities, and on the technical assistance required. It provides a thematic overview of the laws and actions taken in the areas of enforcement, border control, countering the financing of terrorism, and international cooperation as well as a region by region assessment. Human rights considerations are also addressed.  The report should be read closely.

Phi Beta Iota: Evidently an EBay initative with a PayPal front end, this impresses us.  Subject to audit, it is precisely what we were thinking of (see our Denmark Briefing) as a means of connecting the one billion rich (80% of whom do not give to charity now) with the five billion poor at the household item level of need.  The major FLAW with with implementation is that it relies on intermediaries that will suck off 50% or more of the actual value.  Still needed: the Global Range of Needs Table. This would also benefit from a Twitter application and a near real time “close by can do easy” option.
