A splendid and courageous new book, Washington Rules: America’s Path to Permanent War, by Andrew J. Bacevich of Boston University (and for many years previously, the U.S. Army), describes with lucidity the degree to which the power of the American presidency over war and peace has been weakened in our day, and, in important respects, superseded.

One might call this a silent coup against the presidency, but a coup implies intention: a responsible actor who sets the coup d’etat into action for a defined purpose. The argument Bacevich makes implies that a coup can be institutional or intellectual, and come from outside as well as inside government. Its characteristic is to create a situation in which a president is no longer free to act as he might wish, because all of the doors except one have been closed.

The name of the bureaucratic game, of course, is to remove all realistic alternatives to the Pentagon's preferred decision before that decision is made. Pfaff's discussion is based on Andrew Bacevich's new book “Washington Rules.” I have not read Bacevich's book yet, and will not be able to until I return to the states in November, but I have read several reviews and from that perspective can say that the behaviour Pfaff describes comports well with behavior I witnessed in my years in the Pentagon.

The picture is more subtle and far more complicated than that portrayed by Pfaff, however.

This excellent piece aligns with one of the most important evolutionary dynamics I've been studying with Michael Dowd, Connie Barlow, John Stewart, and others. That dynamic, which has operated since the Big Bang, is this: In evolution's drive towards greater complexity — that is, towards greater wholes comprised of more densely interconnected parts — the breakthrough dynamics have always been those through which the self-interest of the parts becomes aligned with the well-being of the whole.

This offers some obvious places to focus our efforts to transform our global civilization:

* Internalize economic externalities. Incorporate the true costs (ecological, social, etc.) of a product or service into its price in the marketplace. When this is done, products and services that produce social and environmental damage cost more than comparable products that are more benign. This totally reverses the current destructive dynamic that makes the “free market” so toxic — the current ability of producers to pass on the costs of their toxic activities to nature, taxpayers, future generations, etc. When those costs are “internalized” into all prices, the natural inclination of self-interested consumers, corporations, etc., to seek a low price “magically” (i.e., systemically) aligns their behavior with the well-being of the whole. One familiar example is carbon taxes, which reduce people's fossil fuel consumption while generating both funds and markets to develop sustainable energy sources.

Iraq: Time to Ring the Bell

Many years ago I attended a series of Headquarters briefings for out-going CIA Chiefs of Station. Our main speaker was Richard Helms, then the Agency’s Director and one of the lions of American foreign policy in the 1960’s and 70’s. A man who was subsequently crucified in the Nixon catastrophe. Dick was essentially giving us our instructions, and in my mind his most telling directive was the quiet statement: “Ring the Bell.” Telling us to sing out when we apprehended a major disaster in the offing.

It’s time to ring the bell on Iraq.

Briefly put, in a matter of months Iran will emerge the unchallenged military and economic power dominating the area from Lebanon to Pakistan. It will control Iraq, and be in a position to shut off all oil supplies from the Persian Gulf. It will be free to provide extensive assistance to the Taliban in Afghanistan, thus ensuring a NATO defeat in that country. It will be in a position to provide crucial support to radical Islamic elements in Pakistan – which may well result in the collapse of that already shaky nuclear-armed government. It will be free to radically increase its support to a variety of terrorist organizations targeting the US. And, in conjunction with well-armed radical Palestinian forces that already exist on Israel's borders, it will pose the greatest threat ever faced by Israel. A threat that I do not believe Israel could survive without direct US military intervention.
