Ex-Intelligence Officers, Others See Plusses in WikiLeaks Disclosures

WASHINGTON – December 7 – The following statement was released today, signed by Daniel Ellsberg, Frank Grevil, Katharine Gun, David MacMichael, Ray McGovern, Craig Murray, Coleen Rowley and Larry Wilkerson; all are associated with Sam Adams Associates for Integrity in Intelligence.

WikiLeaks has teased the genie of transparency out of a very opaque bottle, and powerful forces in America, who thrive on secrecy, are trying desperately to stuff the genie back in. The people listed below this release would be pleased to shed light on these exciting new developments.

How far down the U.S. has slid can be seen, ironically enough, in a recent commentary in Pravda (that's right, Russia's Pravda): “What WikiLeaks has done is make people understand why so many Americans are politically apathetic … After all, the evils committed by those in power can be suffocating, and the sense of powerlessness that erupts can be paralyzing, especially when … government evildoers almost always get away with their crimes. …”

So shame on Barack Obama, Eric Holder, and all those who spew platitudes about integrity, justice and accountability while allowing war criminals and torturers to walk freely upon the earth. … the American people should be outraged that their government has transformed a nation with a reputation for freedom, justice, tolerance and respect for human rights into a backwater that revels in its criminality, cover-ups, injustices and hypocrisies.

This is a great example of the kind of gaming that keeps defense budgets high.  Kudos to Winslow Wheeler for smoking it out.

In a midnight switch, the Deficit Commission changed the dividing line between discretionary spending elements.  Was 050 (DOD,DOE, Misc.) versus the rest; now it's 050 plus VA, plus State, plus Homeland security versus the rest.  The split remains 50-50 (I'm pretty sure); the total discretionary savings went up a bit, but now DOD is a lesser part of the “security” share of cuts, plus it gets to raid its new (trembling) partners in its deficit reduction cage.  This was the idea not of the Republican defense apologists on the Commission but of the Democrat budget process “reformers” who were aping a long term goal to declare State a national security entity.

I bet the idea originated among the Pentagon milcrats, who fed to pliable democratic apparatchiks working for Gates, who in turn fed it to so-called democratic budget “reformers” on hill, on the commission, and/or in pro-dem thinktanks.  Be interesting to see if/how Pentagon's wholly owned subsidiaries at the Post and NYT play this.

It is almost as if Frank Carlucci was back in the Pentagon and it is 1981 … remember how Carlucci snookered David Stockman (Reagan's OMB director) in early 1981 into approving even higher defense budgets than Reagan campaigned for (I wrote about Carlucci's “nature” trick on pages 14-17 of Defense Power Games – also attached).

Phi Beta Iota: Given integrity of intent and process on the Hill, neither of which exists today, this would actually be a good change, with the proviso that Commerce be added and Newt Gingrich be made Vice President for Global Engagement, as we propose in our Virtual Cabinet at The Huffington Post.  The misrepresentation of the defense budget has long been fraudulent (completely apart from the missing $2.3 trillion that DoD still cannot account for and never will), with externalized personnel and health costs not “visible” to most.  Getting a grip on the US budget process is not rocket science.  It requires just two elements: integrity in those at the top, and the enlistment of the public through the promised but not yet delivered transparency of process.

Taking a Wikileak

In my obligatory post about Wikileaks as the story du jour, I point to the great set of questions Dan Gillmor has posted in his column at Salon. These are especially lucid. I like especially Dan’s point about the character of the communications that were leaked, that many of the messages are gossip. Journalists are dutifully reporting “facts” gleaned from the leaked material without necessarily digging deeper, verifying and analyzing. Of course, they don’t have time – the information environment moves too quickly, he who hesitates is lost, accuracy be damned.

Then again, journalism is so often about facts, not truth.  Facts are always suspect, personal interpretations are often incorrect, memories are often wildly inaccurate. History is, no doubt, filled with wrong facts and bad interpretations that, regardless, are accepted as somehow “true.”

The high-minded interpretation of this and other leaks, that people need to know what is being said and done by their representatives in government, especially in a “democratic society,” is worth examining. We’re not really a democracy; government by rule or consensus of a majority of the people doesn’t scale, and it would be difficult for the average citizen to commit the time required to be conversant in depth with all the issues that a complex government must consider.

Do we benefit by sharing more facts with more people? (Dan notes that 3 million or so in government have the clearance to read most of the documents leaked – this seems like a lot of people to be keeping secrets… is the “secret” designation really all that meaningful, in this case?) But to my question – I think there’s a benefit in knowing more about government operations, but I’m less clear that this sort of leak increases knowledge vs. noise.

I’m certain about one thing: we shouldn’t assume that the leaked documents alone reveal secrets that are accurate and true. They’re just more pieces of a very complex puzzle.

MajGen Eduardo ALDUNATE Herman, Chilean Army (Ret), served as the Deputy Force Commander of the United Nations Force in Haiti (MINUSTAH) in the earliest rounds, and was instrumental in both sponsoring the Joint Military Intelligence Analysis Center (JMAC) concept in its first modern field implementation, but also in evaluating most critically both the lack of useful intelligence from allies relying on secret sources and methods that did not “penetrate” to achieve gangs and neighborhoods; and the astonishing “one size fits all” propensity of the allies to treat every “threat” as one that could be addressed by force.

His contributions are helpful in understanding the more recent failure of allied relief operations in Haiti that again assumed that the use of armed bodies would address the problem, without making provision for real-world ground truth intelligence (CAB 21 Peace Jumpers Plus) or intelligence-driven harmonization of non-governmental assistance (Reverse TIPFID).

The U.S. government’s crackdown on file sharing and counterfeiting has
taken a new and disturbing turn.

Yesterday, we reported that the Department of Homeland Security’s
Immigration and Customs Enforcement office had seized Torrent-Finder.com,
a site that linked to other sites that hosted and shared torrent files of
copyrighted material. The news itself was not too unusual; what struck us
as out of order was that the site had been shut down without the owner
being notified and without a court conviction or, to our knowledge, any
other legal proceedings.

Mid-1990s: Gonzalez, 14, is visited by F.B.I. agents at his high school for hacking into NASA.

Gonzalez,  law-enforcement officials would discover, was more than just a casher. He was a moderator and rising star on Shadowcrew.com, an archetypal criminal cyberbazaar that sprang up during the Internet-commerce boom in the early 2000s. Its users trafficked in databases of stolen card accounts and devices like magnetic strip-encoders and card-embossers; they posted tips on vulnerable banks and stores and effective e-mail scams. Created by a part-time student in Arizona and a former mortgage broker in New Jersey, Shadowcrew had hundreds of members across the United States, Europe and Asia. It was, as one federal prosecutor put it to me, “an eBay, Monster.com and MySpace for cybercrime.”

Phi Beta Iota: We opened Hackers on Planet Earth (HOPE) in 1994, making the observation that when the Israeli's captured a hacker they gave him a job, while the US simply kicked them in the teeth and sent them to jail.  We tried to keep Phiber Optic out of jail, and we have for decades been on record comparing hackers to astronauts–full of the right stuff and pushing the edge of the envelope.  No one, including Marty Harris then in charge of the National Information Infrastructure (NII) wanted to listen.  Today the US Government is again ignoring the warnings on the urgency of getting a grip on all information in all languages all the time, and roughly 20 years behind in creating “root” cyber-security.  This article by James Verini is a phenomenal update on what we all knew in the mid-1990's that the US Government is still oblivious to–this is not a problem technology or wanton spending can solve–this is a problem that demands discipline, integrity, intelligence, and sharing.  It is neither possible nor desireable to secure government or military computers in isolation–this is an “all in” smart safe nation challenge.

This article by Bill Gertz needs to be seen in perspective.  During the Cold War the Soviet Union as well as a number of other countries, including China were constantly engaged in trying to acquire U.S. Technology of all types through various means from industrial espionage to bribery.  The U.S. Department of Defense (DOD) was extremely concerned about this and the subject of illicit ‘international technology transfer’ to the Soviet Bloc (as well as a few other countries) generated numerous DOD requirements to such agencies as NSA and CIA. Much of the urgency of these requirements was downgraded precipitously when the Cold War ended. Also the number of incidents of foreign powers trying to acquire U.S. technology has declined in the 21st Century for a very sinister reason: the U.S. is no longer the sole leader in the research and development of advanced technologies that it was after WWII. Although incidents still occur, as the Chinese Huawei example shows, they are much less common than once was the case.  So DOD no doubt does not see the need for the same emphasis on loss of U.S. origin technology.

Yet financial intelligence is more than technology loss it also involves major illicit financial operations, such as money laundering, and financial operations in support of espionage and terrorism against U.S. interests. This of course includes the financial infra-structure supporting al Qaeda. If Ferguson is shutting this effort down as well he is making an unbelievable mistake.

This incident is symptomatic of an Intelligence System that is indeed out of control. In the absence of a viable strategic plan for intelligence collection, analysis, and production, every time some new crises occurs the U.S. Intelligence Community (IC) resembles an ant hill that somebody has just stepped on. In the absence any real leadership or clearly defined purpose, the big four of the IC (CIA, DIA, NGA, and NSA) will continue to waste billions of dollars for minimal returns while resisting an efforts at meaningful reforms. At the same time the IC institutional bias against using non-classified (open) source information will ensure that they will only be able to provide very small windows that are of only limited usefulness to decision makers. What a way to go!

Phi Beta Iota: We are truly surprised that someone of Jim Clapper's caliber would allow an Acting Undersecretary no one has ever heard of to be named Acting in the first place; or that such an individual would do something this dumb without clearance from the DNI.  There are a couple of variations on a theme:  a) Clapper wants to make it obvious that Treasury is in enemy hands and DoD wants nothing to do with Treasury intelligence which does not exist–Treasury, like Energy and the other non-national security departments are patronage stove-pipes receiving direction from ideological idiots–they don't do “evidence-based” policy;  b) Clapper is finally thinking about holistic intelligence in support of Whole of Government, and having DoD drop financial intelligence is a preamble to elevating the Financial Intelligence Center in some manner.  On balance, as much as we admire the DNI, we think he has blown it–he will not accomplish anything consequential in the next few years by continuing to do the wrong things righter, and that is a shame, because so much could be accomplished in a mere 90-180 days, if he would empower those with the right mind-set to do the right things, which is to say, M4IS2 simultaneously with Whole of Government intelligence-support operations and the creation of a Smart Nation.
