The Psychology of Killer Drones – action against our foes; reaction affecting us

Summary: We now have enough experience with drone warfare to study its effects. Just as in physics, our actions affect ourselves as well as our targets. Social science research shows that drones are a gateway to moral disengagement dehumanization, and deindividuation. The great distances drones operate over, manipulated by faceless-nameless-lawyeristic-voyeurs, creates an emotional, mental, and physical divide between “us” ( i.e. our government) and the enemies we kill. Drones allow us to dissociate our actions from our values, a useful high-cost and high-tech justification. At the end are links to gain more information about this new form of warfare.

Robert Steele: The US Government has lost both its intelligence and its integrity. This has been a consistent theme of this web site, and while I have distanced myself from the day to day operations of Phi Beta Iota–they now have a life of their own–G. I. Wilson is one of the original Marines in this era able to demonstrate both intelligence and integrity, and one of the original gurus on asymmetric warfare. That he got to be a Colonel is a credit to the Marine Corps. “Authority” in the U.S. Government is now irrational, illegitimate, and out of control. Even from a practical stand-point, the bandwidth for remote killer drones costs more than human pilots would, and human pilots would have the added advantage of situational awareness, something that simply cannot be achieved from a one-dimensional cockpit in the middle of the USA. From killer drones to JSOC assassinations to the totally illegal war on Libya, the US Government is now a monstrous collage of atrocities being perpetuated against its own public (22% unemployment, 18 veterans a day committing suicide, just under 16% under the poverty line) as well as foreign publics from Palestine and Libya to Central Asia to the Southern Hemisphere. What is being done “in our name” is unaffordable, reprehensible, and long over due for presentation to the International Tribunal with a long list of “by name” perpetrators that should run from Congress and the White House down to the individual pilots and squadron commanders that have betrayed their Oaths of office. What we are doing every day is neither patriotic nor moral.

Fidel Castro calls Obama UN address ‘gibberish'

“Who understands the gibberish of the president of the United States before the General Assembly?” Castro asked.

HAVANA – Cuba's Fidel Castro blasted Barack Obama's speech to the United Nations as “gibberish” on Monday, saying the US president used a rambling address to justify the “unjustifiable.”

In his first published column since July, the 85-year-old revolutionary icon slammed US and NATO intervention in Libya as “monstrous crimes” and said Obama — whom he called the “yankee president” — used a bully pulpit at the UN General Assembly last week to try and sway global opinion.

Fidel, who handed the presidency to his younger brother Raul Castro in 2006 due to a health crisis, has laid low in recent months, and his column published in state media was his first since July 3.

In Monday's piece he came out swinging, saying Obama distorted the situations in Syria, Iran, Iraq, Yemen, Egypt, Afghanistan, North Korea, Libya and the Palestinian conflict, and that the US leader used “a long rant to explain and justify the inexplicable and unjustifiable.”

“Who understands the gibberish of the president of the United States before the General Assembly?” Castro asked.

Castro also took issue with the “fascist methods by the United States and its allies to confuse and manipulate global opinion,” and said he was heartened by the “resistance” of his key allies Hugo Chavez and Evo Moralez, presidents of Venezuela and Bolivia, respectively, who criticized US and UN policy in their speeches.

“Has any nation been excluded from the bloody threats of this illustrious defender of international peace and security?” Castro said of Obama, whose UN quotes he cited extensively in his column.

“Who gave the United States such privileges?” Castro said.

He said countries must consider taking a stand at the General Assembly against the “NATO genocide in Libya,” an action Castro described as one of many “flagrant violations of principles.”

“Does anyone want it to be recorded that under their direction, the government of their nation supported the monstrous crimes by the United States and its NATO allies?” he said.

Washington and Havana are Cold War adversaries who have brought their mutual dislike and distrust into the 21st century, and Castro routinely makes political attacks on his ideological foe.

This morning I testified at the Senate Committee on Homeland Security and Government Affairs' Subcommittee on Oversight of Government Management, the Federal Workforce, and the District of Columbia (a mouthful, I know) about how we can better manage and administer contractors within the intelligence community. I'm pasting a brief excerpt of my written testimony below, followed by a link to the full text of my remarks.

Every contract the government issues for a company to perform work is defined by the Statement of Work (SOW). This is a document that defines the parameters of the work the contractor will perform, including a description of the project, expected duties the contractor must fulfill, and the outputs and metrics by which performance will be measured. These are often poorly written, kept intentionally vague, and wind up not actually addressing the stated intent of the contracts.

As one example, every SOW I've had to either administer, edit, review, or write has stated as a basic metric of performance the number of employees the contractor should hire. That is, the basic means by which the government measures the contractor's performance is based first and foremost on the number of people hired to work on the contract. This has two serious consequences that affect the contracting environment: it removes the distinction between employees that would make work products better, and it confuses the number of employees with contract performance.

The frankly bizarre system of hiring intelligence contractors is born from several interdependent processes: getting a security clearance, getting hired, and getting “read on” to work at a government site. The system of getting a clearance is structured such that those with clearances are given preference above those without clearance, regardless of the relevant experience of either employee. In other words, if two candidates are competing for a job with a contractor, and one has deep relevant experience but no clearance, she will most likely lose to a candidate with less relevant experience but a current and active security clearance.

CSM: How would you characterize the year since Stuxnet – the response by nations, industry and government?

LANGNER: Last year, after Stuxnet was identified as a weapon, we recommended to every asset owner in America – owners of power plants, chemical plants, refineries and others – to make it a top priority to protect their systems…. That wakeup call lasted only about a week. Thereafter, everybody fell back into coma. The most bizarre thing is that even the Department of Homeland Security (DHS) and Siemens [maker of the industrial control system targeted by Stuxnet] talked about Stuxnet being a wakeup call, but never got into the specifics of what needed to be done.

LIBYA AND THE BIG LIE: USING HUMAN RIGHTS ORGANIZATIONS TO LAUNCH WARS

The war against Libya is built on fraud. The United Nations Security Council passed two resolutions against Libya on the basis of unproven claims, specifically that Colonel Muammar Qaddafi was killing his own people in Benghazi. The claim in its exact form was that Qaddafi had ordered Libyan forces to kill 6,000 people in Benghazi. These claims were widely disseminated, but always vaguely explained. It was on the basis of this claim that Libya was referred to the U.N. Security Council at U.N Headquarters in New York City and kicked out of the U.N. Human Rights Council in Geneva.

False claims about African mercenary armies in Libya and about jet attacks on civilians were also used in a broad media campaign against Libya. These two claims have been sidelined and have become more and more murky. The massacre claims, however, were used in a legal, diplomatic, and military framework to justify NATO’s war on the Libyans.

Using Human Rights as a Pretext for War: The LLHR and its Unproven Claims

One of the main sources for the claim that Qaddafi was killing his own people is the Libyan League for Human Rights (LLHR). The LLHR was actually pivotal to getting the U.N. involved through its specific claims in Geneva. On February 21, 2011 the LLHR got the 70 other non-governmental organizations (NGOs) to sent letters to the President Obama, E.U. High Representative Catherine Ashton., and the U.N. Secretary-General Ban-ki Moon demanding international action against Libya invoking the “Responsibility to Protect” doctrine. Only 25 members of this coalition actually assert that they are human rights groups.

This would be a great tool to determine the analytical capabilities of the IC….bet they would miss it….

The importance of “selection bias” in statistics

During WWII, statistician Abraham Wald was asked to help the British decide where to add armor to their bombers. After analyzing the records, he recommended adding more armor to the places where there was no damage!

This seems backward at first, but Wald realized his data came from bombers that survived. That is, the British were only able to analyze the bombers that returned to England; those that were shot down over enemy territory were not part of their sample. These bombers’ wounds showed where they could afford to be hit.

Said another way, the undamaged areas on the survivors showed where the lost planes must have been hit because the planes hit in those areas did not return from their missions.

Phi Beta Iota: The US secret intelligence community is largely worthless, providing “at best” 4% of what the President or a major commander needs, and virtually nothing for everyone else. They keep doing the wrong thing righter, instead of the right thing. To do the right thing requires integrity. Go figure.

When a system is so slosh with money that it does not know what its costs are, it is time to take serious action. But what do you do when no one cares?

The US Air Force misreports, even to itself (and to Congress and OSD), the cost to operate and support its own aircraft. That is the bottom line of my recent attempt to uncover operating and support (O&S) costs for aircraft like the F-22 and the B-2.

It also gets more interesting: the official USAF data that are available show that, despite promises to the contrary, “stealth” aircraft are far, far more expensive to operate than the aging (and expensive to maintain) relics they are to replace. Moreover, the data that are available are very likely an understatement. Also, there are some other cost Queens in the USAF inventory; still others are hidden in the missing data.

The amounts of money involved are huge. Generally, O&S costs for aircraft are twice (very probably more) the cost to acquire them. For example, OSD predicts the $379 billion F-35 program will cost an additional $916 billion to operate and support. (However, the O&S number is a low-ball prediction.)

What is happening about this? Nothing.
