DOCUMENT EXPLOITATION AS A NEW INTELLIGENCE DISCIPLINE

A recent article in the Army's Military Intelligence Professional Bulletin argued that Document and Media Exploitation, or DOMEX — which refers to the analysis of captured enemy documents — should be recognized and designated as an independent intelligence discipline.

“Without question, our DOMEX capabilities have evolved into an increasingly specialized full-time mission that requires a professional force, advanced automation and communications support, analytical rigor, expert translators, and proper discipline to process valuable information into intelligence,” wrote Col. Joseph M. Cox.

“The true significance of DOMEX lies in the fact that terrorists, criminal, and other adversaries never expected their material to be captured,” Col. Cox wrote. “The intelligence produced from exploitation is not marked with deception, exaggeration, and misdirection that routinely appear during live questioning of suspects.”

The last six issues of Military Intelligence Professional Bulletin, the U.S. Army's quarterly journal of intelligence policy and practice, are newly available through the Federation of American Scientists website.

Although the Bulletin is unclassified and approved for public release, the Army has opted not to make it publicly available online. Instead, it was released under the Freedom of Information Act upon request from FAS . The latest issues address topics such as HUMINT Training, Cross-Cultural Competence, and Intelligence in Full-Spectrum Operations.

Not all of the articles in the Bulletin are of broad interest or of significant originality. But many of them are informative and reflective of current issues in Army intelligence.

An Intelligence Community Directive (ICD 302) on “Document and Media Exploitation” (pdf) was issued by the Director of National Intelligence on July 6, 2007.

Phi Beta Iota: This is as foolish as the Defense Science Board saying we need an intelligence czar for intelligence support to counter-insurgency. The US Intelligence Community is not being managed, it is being administered to channel funds to corporations while doing virtually nothing at all for the public interest. This is nothing more than an excuse to create yet another executive position. We are quite sure that DIA is thinking about how to make wiping your ass its own discipline, with a new Senior Intelligence Service position to oversee ass-wiping through-out DoD. Somewhat counter-intuitively, that might actually become the only really focused and useful position in the US IC senior executive hierarchy.

HOW TO THRIVE (ECONOMICALLY) AS THINGS FALL APART

The most likely scenario for the next decade starts with the resumption of global economic depression (D2). Economies shrink. Wealth evaporates as former “assets” become worthless. Commodities fall (even energy) due to declines in economic activity. Currencies gyrate, explode, and/or evaporate.

In this environment, sovereigns will begin to default as the industrial nation-state model runs out of gas. Developed nation-states will find themselves crushed between bailouts of their cronies and excess spending (i.e. social spending (EU), national security spending (US), or mercantilist over-investment (China). Developing nations will just implode.

Things will continue on this track until one of two things happen:

things really begin to fail (complete system breakdown) or
new, better economic and social systems become viable as replacements to our broken one.

I'm betting on new economic and social systems. Part of that bet, and something many people now get, is accomplished through the establishment of self-reliant resilient communities. However, resilient communities aren't a sufficient replacement, in and of themselves (unless you want to turn back the clock to the 1800s). By themselves, they don't represent a superior alternative to a failing and flailing global system. Something else is needed, but what?

It's simple. What's needed are (note the plural here), virtual global economic systems built on a sound footing (i.e. better and more sensible rules than we currently have), prosperous participants, and a hard currency. Systems that people can flee to when currencies become scarce (deflation) or worthless (inflation) or nation-state political systems fail (corruption/crime) or flail (repression).

My advice to you: when you see a system that looks like the one outlined above, start to diversify your economic activity into it as soon as is practicable.

Gold rising further except for profit taking bursts. China is buying all the gold it can get, and unloading all the paper dollars it can dump.. Other countries, including Russia are buying gold. I can see the Yuan or RMB playing a larger role as a global currency, but most people are too ignorant of China to accept the Yuan quickly or easily. The Swiss have a huge mass of gold well stashed, so I can see the Swiss franc playing a larger role. It's hard to make a forecast for the Euro, although it will almost certainly survive the US dollar. It's also possible that the Swiss might make a deal with the EU that would result in the Euro being backed by Swiss gold. Now that the head of the IMF has been burned at the stake, his very good brain is of no further use. The EU is scrambled eggs right now. Sarko can't survive without a miracle. India's potential will take a very long time to organize and get rolling; I went to school there and it's a seething cesspit. It's time for the US to get out of foreign wars, but unlikely that it will because of the weapons market. Obama seems impotent. The Pentagon and its corporate backers and partners seems to be deciding policy. I'm not happy about Petraeus at the agency. I think the USG and the US are totally hosed. Desperate for a new demon. Good time for Lee Kuan-yew to retire. Wise of him. The immediate future does not look good. War and more war. Civil war. Revolution. Take your pick. The cupboard is bare. It's all been looted. What a mess America has made since 1945. Moments of glory, decades of folly and stupidity…. Israel and the Palestinians are a parody of the world as a whole.

I think the last real ingots of gold in Manhattan were in the basement of the Twin Towers. The Fed and the Treasury don't dare be transparent or audited, because whatever real (solid) gold they ever had was moved to Malta and other offshore or mountain stashes long ago, replaced with Play-Dough. Christ, even the Bureau of Engraving and Printing stops now and then to change engraving plates and produce “Presidential dollars” to be used as bribes by the White House (ever since Truman); we have that from a guy who is now retired after running the shop since 1945. The satellite imagery boys, where I have sources, dream of being about to electronically penetrate the earth to a depth of 100 feet or more from satellites but when I last checked 3 or 4 years ago they were still dreaming. They fiddle with HAARP trying to achieve earth-penetration, and only end up causing huge earthquakes and tsunamis; measurements already show the poles have begun to shift partly due to melting ice masses, but also due to fiddling with HAARP. The Fukushima quake and tsunami have been attributed to fiddling with HAARP, possibly the Sumatra disaster as well. Not all scientists are smart and prescient. We're damn lucky they haven't already blown us to smithereens, while scratching their backsides. Never forget that the Fed has always existed as a fraud by intent and design. President Wilson commented years after enabling the Fed in 1913: “I have destroyed my country.”

I’m excited to let you know about an upcoming free teleseminar by colleagues of mine, Michael Dowd and Connie Barlow. This couple is well known for their work in translating the various evolutionary sciences into practical wisdom for meeting the challenges of everyday life.
