Extract on Torture:

The ISB study notably dissected the “ticking time bomb” scenario that is often portrayed in television thrillers (and which has “captured the public imagination”).  The authors patiently explained why that hypothetical scenario is not a sensible guide to interrogation policy or a justification for torture.  Moral considerations aside, the ISB report said, coercive interrogation may produce unreliable results, foster increased resistance, and preclude the discovery of unsuspected intelligence information of value (pp. 40-42).

Extract on Rare Earths Global Supply Chain:

Rare earth elements — of which there are 17, including the 15 lanthanides plus yttrium and scandium — are needed in many industrial and national security applications, from flat panel displays to jet fighter engines.  Yet there are foreseeable stresses on the national and global supply of these materials.   “The United States was once self-reliant in domestically produced [rare earth elements], but over the past 15 years has become 100% reliant on imports, primarily from China,” a new report (pdf) from the Congressional Research Service observes.  “The dominance of China as a single or dominant supplier […] is a cause for concern because of China’s growing internal demand for its [own rare earth elements],” the report said.

Experts: DoD Could Have Prevented WikiLeaks Leak

While senior Pentagon officials resort to bluster in hopes of preventing the WikiLeaks website from posting any more secret Afghan war documents on the Internet, security experts say there is a lot the U.S. military could have done to prevent the classified documents from being leaked in the first place.

Steps range from the sophisticated — installing automated monitoring systems on classified networks — to the mundane — disabling CD burners and USB ports on network computers.

“The technology is available” to protect highly sensitive information, said Tom Conway, director of federal business development at computer security giant McAfee. “The Defense Department doesn’t have it, but it is commercially available. We’ve got some major commercial clients using it.”

WikiLeaks to shift base to friendly Sweden

STOCKHOLM, Sweden, Aug. 15 (UPI) — The founder of WikiLeaks says he will seek a publishing license for his controversial operation in Sweden where whistleblower protections are strong.

Phi Beta Iota: The Nordic nations have consistently been “smarter” and more ethical than the US and all others.  Wikileaks has made many mistakes of judgment, as our esteemed colleague Steve Aftergood of Secrecy News has noted in “Wikileaks Fails Due Diligence Review,” but it can safely be said that the US, the UN, and all others are too easily found to be in violation of the “rule of law” they claim to represent.  In our own experience, US Ambassadors spend too much time sweeping dirt under the rug and lying for their government (not their country–America the Beautiful does not want liars as Ambassadors), and the UN is an incestuous bog of little fiefdoms that “live and let live” without the ability to police the integrity of its own professionals.  Wikipeaks exists–and is gaining traction–precisely because those who object to its leaks have failed to maintain their own integrity.
