NIGHTWATCH Extract: Pakistan Sponsors Terrorism

India-Pakistan: Indian Army Chief of the Army Staff General V K Singh said on 22 October that interceptions and border monitoring reports have indicated that there are 500 to 600 militants on the Pakistani side of the Line of Control preparing to infiltrate India's state of Jammu and Kashmir, The Times of India reported.

Intelligence inpurts indicate the leadership of Hizbul Mujahideen, Lashkar-e-Taiba, Harkat-ul-Jihad-al-Islami and Jaish-e-Mohammed have conducted reconnaissance along the Line of Control in advance of infiltration operations. General Singh reported there are teams of eight to nine who are trying to cross the border every day.

Singh also said the anti-India terrorist infrastructure in Pakistan is intact and 42 camps are being run, including newly created camps in Pakistani Kashmir. Infiltration has risen in late summer, as it seasonally does. The Indian Army recorded 10 infiltration incidents in June, six in July and 33 in August.

General Singh judged that about 20-25 infiltration attempts succeeded, which is indicated by the fact that 12 to 15 terrorists were killed in the last 15-20 days. “This shows people have come from somewhere,” he said. He concluded that Pakistan perceives Kashmir as an “unfinished agenda.

NIGHTWATCH Comment: Infiltration from Pakistan into Indian Kashmir always increases before winter. The number of Kashmiri militant camps is as high as it has been in the past ten years. This means the progress in reducing the number of camps under Musharraf has been reversed. The camps and the infiltration infrastructure into Kashmir cannot exist without official Pakistani government support.

Even allowing for an anti-Pakistani bias, General Singh's account of conditions along the Line of Control is consistent with autumn conditions in past years. His statements are a reminder that Pakistan remains a state sponsor of terror and continues to use terror as an instrument of state policy against India.

Phi Beta Iota: Contrast this with the CIA's grand plan to put a counter-terrorism army into Pakistan.  This is so out of touch with reality that we won't bother to give it its own posting.  Pakistan will “accept” this to milk it for billions that the CIA will blindly-stupidly-hand over, and undermine it every step of the way while continuing to sponsor terror in all its forms.  The contrast between India's appreciation of Pakistan and the US Government's willful blindness, is troubling.

I believe Obama's schtick during his campaign for president was to subtly encourage his adversaries to impale themselves of the horns of their own contradictions.  This kind of strategy can be particularly effective in the all-important moral dimension of an election, or indeed, any other kind of conflict. To be sure, Obama had the help of widespread disgust with Bush, as well as an exquisitely timed, terrible financial meltdown, but the parallels in his campaigns against Hillary Clinton and John McCain suggest he had an instinctive feel for gaining leverage by using what reformers in the Pentagon called the Motherhood and Mismatch, or M&M, strategy. (See my CounterPunch essay on that theme.) But to date, his strategy for governance has failed utterly to live up to that brilliance.  He blew at least two stunning opportunities that seemed designed in heaven for a decisive M&M strategy.  He capitulated to a morally bankrupt establishment by bailing out the banksters and then caving in to the insurance companies on health care reform.

Obama now has a third opportunity, and like his campaigns against Clinton and McCain, it is partly the result of his own making, be it accidental or deliberate.  As Ira Chernus shows in a persuasively argued 19 October essay, Israel's hypocrisy in the so-called peace process has reached stunning proportions.  The Palestinians are going out of their way to accommodate Israel in the so-called peace talks, but each time the Palestinians sell out their patrimony by caving in to a new Israeli demand — like recognizing Israel as a Jewish state as opposed to recognition of Israel per se, the Israelis up the ante by inserting poison pills aimed at queering any deal — like saying that settlement expansion in East Jerusalem will not be part of a settlement freeze because East Jerusalem is a part of Israel, a claim not recognized by international law, the United States, or Europe, and then acting as if Israel is the injured party.

In so many fields, owing to the Internet-driven democratization of knowledge, we learn that that the power associated with hoarded knowledge has been abused, and the position of leadership – the priesthood – associated with the acquisition of knowledge has been leveraged to manipulate and deceive. “Everything you know is wrong!”

David Freedman has a great article in the Atlantic about medical deception, called “Lies, Damned Lies, and Medical Science,” which focuses on Dr. John Ioanniddis’ dedication to exposing bad science in medicine.

He’s what’s known as a meta-researcher, and he’s become one of the world’s foremost experts on the credibility of medical research. He and his team have shown, again and again, and in many different ways, that much of what biomedical researchers conclude in published studies—conclusions that doctors keep in mind when they prescribe antibiotics or blood-pressure medication, or when they advise us to consume more fiber or less meat, or when they recommend surgery for heart disease or back pain—is misleading, exaggerated, and often flat-out wrong. He charges that as much as 90 percent of the published medical information that doctors rely on is flawed. His work has been widely accepted by the medical community; it has been published in the field’s top journals, where it is heavily cited; and he is a big draw at conferences. Given this exposure, and the fact that his work broadly targets everyone else’s work in medicine, as well as everything that physicians do and all the health advice we get, Ioannidis may be one of the most influential scientists alive. Yet for all his influence, he worries that the field of medical research is so pervasively flawed, and so riddled with conflicts of interest, that it might be chronically resistant to change—or even to publicly admitting that there’s a problem.

At e-Patients.net, Peter Frishauf writes a response to the Atlantic article, called “Fixing those Damn Lies.” How do we fix them? The Atlantic piece discusses Ioannidis’ suggestions to change the culture of medical research, and reset expectations. It’s okay to be wrong in science – in fact, it’s almost a requirement. The scientific method is about testing and proving hypotheses – proving can be “proving wrong” as well as “proving right.” Either way, you’re learning, and extending science.

Frishauf also mentions how medicine and science should embrace the Internet “and figure out a way to better incorporate patient self-reported and retrospective data in trials,” which is one goal of participatory medicine. He also suggests “giving up on tenure-tied-to-the-peer-reviewed-literature, and embracing a moderated form of pre and post-publication peer review,” something that came up in discussion when I spoke at the Central Texas World Future Society Tuesday evening. Knowledge is not a citadel or ivory tower, but a network that we could all be working, challenging, and improving.

Iqbal Quadir Creates a Culture of Entrepreneurship in Bangladesh

Why does poverty exist? That's no small question for an individual to ask, but in Iqbal Quadir's homeland, Bangladesh, there may be no other question that matters more.

His answer is twofold: First, European prosperity resulted from the devolution of authorities and the empowerment of citizens, while Western aid to developing countries simply empowered authorities to marginalize the citizenry. Even looking at oil-rich countries, the autocratic regimes grew spectacularly wealthy, while poverty remained entrenched. “Economic development,” Quadir concludes, “is of, by and for the people.” Second, his life experience had demonstrated that connectivity is a powerful weapon against poverty. The ability to communicate eliminates massive and avoidable waste in productivity, which in turn  creates greater commerce and economies.

In Bangladesh 12 years ago, only one in 500 people had access to a telephone. “In whole areas where 100 million people lived, there were no telephones,” he says. “Vast amounts of wasted time results. The only way people can depend on each other is to connect to each other, which leads to productivity.” He decided to bring cell phones to them all–although not to each of them individually.

The New York-banker-turned-Bangladeshi-entrepreneur faced the hurdles you would imagine, the most prominent being that poor people could not afford cell phones. But in fine entrepreneurial fashion, Quadir contended, “If a cell phone creates productivity, why would you worry about [people's ability to pay]?” With backing from microbank GrameenBank, Quadir started GrameenPhone, a locally based shared cell phone service. He approached a single woman entrepreneur in each village and provided her with a cell phone. The local woman would lease its access on a per-call basis, making cell phone communication available to more than 52,000 Bangladeshi villages and 80 million people. As for the women entrepreneurs, there are now 115,000 of them within GrameenPhone, each making a profit of $700 a year, far more than the average per capita income of the country.

The Magnitude of the Entrepreneurial Mission
Ray Anderson and the Business Logic of Sustainability

Thirty-six years ago, Ray Anderson bootstrapped a carpet company called Interface. He maneuvered it though the challenging years, and by the 1990s he was a major player, which also meant he was a preeminent contributor to the take/make/waste production system of the carpet industry. “We were digging up the earth and converting it to pollution,” he says.

Anderson devoted his company to “Mission Zero,” a vow that within five years it would “only take from the earth that which can be replenished by the earth, take not one fresh drop of oil in an oil-intensive industry, and do no harm.” The results: Greenhouse emissions declined 82 percent, fossil fuel use dropped 60 percent, water use declined 77 percent, while sales increased 66 percent and profits doubled. Interface realized $400 million in “avoided costs” in pursuit of zero emissions, which paid for the entire transformation.

Anderson's green business model is classic: Costs come down as innovation–inspired with missionary zeal–goes up, products become better, talent is attracted to your company for its moral and emotional enterprise, and the marketplace perceives the good that you do as reflective of the goods that you make. Most important, Anderson's real-life model presents an irrefutable challenge. As he says, “If something exists, it must be possible.”
