This is a world-class film with subtlety that may be lost on some. It is easily five stars for its blend of real-world filming of Bush and Cheney, its use of “interviews” supposedly after the fact, and its extremely subtle ending: without appearing, Dick Cheney gets to be President and passes Patiot Act III which finishes trashing the Constitution and our concept of “Liberty & Justice for All.” Nailing a passing Muslim for the crime, even after a black man committed suicide, left a note, and had a copy of the detailed schedule that could only have come from Dick Cheney or Scooter Libby, one can only ponder the near term.
I abhor the death penalty, assassination, and secession, but I also abhor war crimes and what is being done in our name, all of which give Vermont and others serious grounds for secession. It will take a quarter century to undo the damage done by Dick Cheney and his witless “decider.”

In my reviews, mostly in the second, I itemize 25 high crimes and misdemeanors that Dick Cheney should be facing charges on as I write this. He has, virtually alone, destroyed the Republic.
I confess to being uncomfortable when I bought this book, which addresses in a very comprehensive way the degree to which the US Government and the US military as well as intelligence, mercenary, and corporate personnel, are committing war crimes.
I want to say up front, that as best I can tell; our brave and professional troops are in fact making lemonade from lemons, and doing the best they can. However, they all realize that they and all the world was lied to by the Bush Administration, that this is about oil, and that they are killing civilians and many children for no good reason, due to the horrible circumstances that we have created by remaining there. According to this book, suicides are up 40%, there are 6000 deserters, and seamen recruits are *winning* when court-martialed for refusing to obey illegal orders to go to Iraq.
The editors have done a superb job of bringing together a collection of proven individuals including President Jimmy Carter, Senator Robert Byrd, Daniel Ellsberg, Sy Hersh, a group of US Generals (retired) protesting the White House mandated torture, and a wide variety of individual experts on war crimes.
The book opens with a discussion of three kinds of war crime:
1) Wars of aggression, i.e. unprovoked, pre-emptive, unjustified
2) Violations of humanitarian law
3) Crimes against humanity
You can read the book for the details. Suffice to say that they set the stage with objective factual discussion, and then proceed to document, most ably, the reality that the United States of America is now a war criminal in the larger context of humanity. What is being done “in our name” is immoral, reprehensible, unconstitutional, impeachable, and–to my great dismay–largely ignored by the majority of our adult population.
A few highlights from this easy to read collection of relatively short (2-4 page) pieces:
Ellsberg: Loyalty to the Constitution must take precedence at all levels. Like Viet-Nam, we are now realizing that the current regime cannot be trusted and can blunder strategically because the balance of power is out the door. Only We the People can demand a restoration of liberty & justice for all, with respect for the Constitutional limits to federal power.
Carter: Iraq war is an unjust illegal war. He says this as a President and as a Christian and as a loyal American who reveres the Constitution.
Herbert: Pentagon is “shopping for wars” even as Iraq hollows it out. They have even discussed surprise unprovoked military attacks whose only justification is the possibility of collecting intelligence. As an intelligence expert, I can afford that the secret intelligence community is largely worthless and costs over $60 billion a year, but I can also assert that for less than $5 billion a year, I can not only provide 96% of all the intelligence we need from open sources in 183 languages, but I can also provide free online education and free cell phone answers from reachback help desks in India.
Hersh: we and Israel plan to invade Iran regardless of what the facts are and regardless of what the American people believe or desire. Talking to Pentagon sources, Hersh sees us funding and training death squads around the world, turning the world into what one senior official called a “global free fire zone.”
Retired Generals: Torture was “top down” decision and command, not a few bottom up “rotten apples.”
Various: US using illegal weapons, including depleted uranium and napalm, in Iraq and elsewhere.
FBI emails (redacted): Military interrogators practicing torture impersonated FBI special agents, meaning that the FBI instead of DoD would be nailed in the public eye. FBI appears to have honored its own higher standards and not followed the idiot Gonzalez (then White House Counsel).
Center: detailed case against Donald Rumsfeld for ordering, funding, and knowing of war crimes at all levels of command. Why they did not go after Bush and even more so, Dick Cheney, whose 25 high crimes and offenses have been itemized in my reviews of ONE PERCENT and VICE.
Roberts: No one left to stop them (within the government)
Falk speaks about accountability.
The book ends with four recommendations:
1) Halt the war crimes
2) Bring the war criminals to justice
3) Draw the lessons (the most obvious: don't throw stones if you live in a glass house)
4) Establish barriers to future war crimes.
A one-page appendix lists 22 relevant substantive web sites containing additional information.
Sadly, as good as this book is, it is a cry in the wilderness. It is not being used by any major transpartisan organization (such as Reuniting America and its members Moral Majority, the ACLU, MoveOn, and others totaling 110 individual members in all).
I truly grieve over how low our Nation has gone. The Republic no longer exists–every politician–every single one–is in violation of the Constitution and impeachable for their dereliction of duty in allowing Cheney and his puppet Bush to wreak havoc on the world and on our own citizens, whose loss of moral standing, national treasure, and an assured future will take at least a quarter century to remediate.

If there is one slim chance for our future, it is that on this 4th of July we will all declare our independence from this illegal White House, demand the immediate resignations of these two war criminals (who, not incidentally, stole two elections in a row), and reconstitute the government by forcing all those now in Congress to either pass Electoral Reform prior to November 2008, or be recalled and “ordered home.”

This is a very good book. There are some extremely important nuggets in here that essentially put the final nail in Dick Cheney's coffin while certifying the importance of holding Rumsfeld, Wolfowitz, Feith, and Cambone accountable for their high crimes and misdemeanors. Condi Rice continues to be depicted, in this book and others, as a zero in the sense of having been ignored, sidelined, or run over by Dick Cheney and his minions.
The book loses one star for a lack of prior context. George Tenet was Staff Director of the Senate Select Committee on Intelligence (SSCI) for many years, and then Intelligence Director for Bill Clinton. He avoids any mention of his long-standing role in helping dismantle the very IC he ended up leading, and he is terribly deceptive when he says he asked for more funding for anti-terrorism, but fails to mention his inability to redirect funds within the $35-40 billon he had at the time. Today the IC has $60-70B and we are no safer–these clowns cannot even put together a consolidated accurate terrorist watchlist five years after 9/11.
The bottom line on the author is that he is a big-hearted staffer, not a leader and not a strategic thinker. He was a place-holder in a job that two presidents saw fit to relegate to losers–a mouse, a pit-bull, and a turtle.
He takes credit for months of redesign dialog but fails to point out that there was no substantive contact with iconoclasts, published author-practitioners. I am especially angry that he placed Buzzy Krongard in as Executive Director. In my view, Krongard was there to look out for Wall Street interests and ensure Brown and Root did not get caught smuggling drugs into the USA through New Orleans and heavy equipment being returned to the USA “for repairs.” I've come to the conclusion, after thirty years in this business, that there are four CIA's: 1) White House sychophants; 2) Wall Street support via Carlyle Group and a small network of retired intermediaries; 3) the “front” of earnest people working out of official installations, incapable of actually doing serious spying (I was part of this group); and finally, a multinational “dirty deeds” arm that does terribly immoral and illegal things with Saudi money, Egyptian sodomy of children (photographed so as to force them to spy on their fathers), and so on.
In many ways, this book is a capstone account of the death of US secret intelligence. It's gone. The DNI, DCI and USDI are earnest men, but they will fail because they simply do not comprehend the “paradigms of failure” (essay online) and are not willing to contemplate a clean-sheet fresh-start. On page 26 the author confirms that “time and technology [have] passed us by.”
As fascinating as his claims are of ramping up on Bin Laden, I go with Michael Sheuer's damnation as published by the Washington Post. Condi Rice blew off warnings, Dick Cheney focused on energy conspiracies with Enron and Exxon, and the plain truth is that the CIA refused to read the book by Yossef Bodansky or view the PBS broadcast in 1994 by Steve Emerson. They closed themselves off from open sources (called “Open Sores” within the now near-moronic secret world).
The middle of the book is sensational. Chapter Thirteen on “The Threat Matrix” and the succeeding chapters in Part II of the book are superb and contain many nuggets that restored much of my respect for the author.
The author damns Cheney on page 138 for taking over the National Security Council and it is clear that if there is one person to be impeached for high crimes and misdemeanors, it is not the President, but rather the Vice President.
On page 317 he tells us that “Policy makers have a right to their own opinions but not their own set of facts.”
He slams Rumsfeld for blocking several 737's full of State people and language-qualified individuals specifically trained and organized to get the post-war reconstruction off to a good start. He does not mention Rumsfeld's idiocy in allowing Pakistan to evacuate 3,000 Taliban and Al Qaeda people from Tora Bora, but he does mention that General Tommy Franks refused to put the Rangers in Bin Laden's path, claiming he needed weeks to set it up (this is of course baloney, they could have been air-dropped in 24 hours with a 3-day resupply 24 hours after arrival).
He defends himself on the “slam dunk” as applying to the presentation plan for the UN, not the intelligence. I want to believe this, but the fact that he took imagery and other materials to the first NSC meeting, significantly on Iraq rather than terrorism, gives me pause. I certainly do believe that Dick Cheney hijacked the White House and closed out the entire policy process, but George Tenet, Colin Powell, and our generals all failed us by not resigning and screaming out at the top of their lungs against the high crimes and misdemeanors they witnessed Dick Cheney, Donald Rumsfeld, Paul Wolfowitz, Doug Feith, and Steve Cambone commit, day after day.
He lays bare Cheney's misbehavior in stating on 26 August 2002 that “there is no doubt” on Iraq's having weapons of mass deception but very strangely does not mention that both Hussein's son-in-law who defected to the US, and every one of the 25+ line crossers that Charlie Allen sent in, all said the same thing: kept the cook books, destroyed the stocks, bluffing for regional ego's sake.
He slams Paul Bremer for de-Bathification and confirms that “Iraq came at exactly the right time for Al Qaeda.”
The author avoids major criticism of Stephen Cambone, Undersecretary of Defense for Intelligence, but he reveals the DoD operations against Iran. He tells us about Chalabi hoaxing DIA for millions, and that President Bush ordered Chalabi off the payroll.
He confirms Paul William's view on Al Qaeda having nuclear capabilities.
Pre 9/11 air travelers believed “be calm, see Cuba” when hijacked. Pre 9-11, and today still, our senior government executives are still confusing loyalty with integrity. We can do better. We need, right now, a “Smart Nation.”
Having read most of the books about the last eight years and the various debacles imposed on the world and on America by Cheney-Bush (see my lists on Iraq After-Action Reports and on Evaluating Dick Cheney), much of this book was not a surprise, but I would also be quick to say that there are a number of gems here not found elsewhere.
Of special interest to me were the reality that the lies and fantasy on the Weapons of Mass Destruction in Iraq were a replay of the Team B lies about Soviet weapons successfully carried out under Reagan. This cabal has a clear pattern of believing that any lie is acceptable, that Congress is to be ignored, that there is no constraint on Executive power.
Gems:
Rumsfeld started talking about bombing Iraq before 3 pm on 9/11.
Rumsfeld built the force that he fought with, back when he was first secretary of defense.
Sadaam Hussein was the only Arab leader that welcomes Rumsfeld in the 1990's.
Novak was a willing accomplice in destroying CIA under Reagan with Team B lies, and again in destroying Plume today.
Rumsfled liked Doug Feith *because* of Feith's notorious stupidity.
Chairman of Joint Chiefs of Staff was widely viewed as an “abused puppy” avoiding confrontation with Rumsfeld.
CIA won the Afghan war, but Rumseld claimed it for himself. No mention that I noticed of Rumsfeld's disterous mistakes in allowing Pakistan to evacuate 3000 Tlaiban and Al Qaeda, and in refusing to but a Ranger battalion in Bin Laden's path when CIA had “eyes on” for four days (see my reviews of “First In” and “JAWBREAKER” as well as various books on my Iraq After Action list).
After a while I tired of this book. I thought to myself that the author has done a good job on destroying Rumsfeld, but there is a great deal of context that is missing, including Cheney's more active role behind the scenes, and virtually no mention of the thousands of US dead and 75,000 amputees that Rumsfeld created for no good reason.
My bottom line: Rumsfeld was put at Defense because the first candidate irritated the President, the President was a fool and wanted to appoint someone his father hated, and Dick Cheney was happy to have his former mentor over at Defense, which Cheney, as a more recent Secretary of Defense, no doubt felt he could manage from the White House. America chose to allow this cabal to steal two elections in a row, and to go to war on a web of lies denounced in advance by General Zinni,at OSS.Net, and in many other places. SHAME ON US. Rumsfled is our child, and we have to live with what we have wrought on the world.
Superb Personal Effort, Narrow, Needs Other References,

This is a superb personal effort by the author, and it does a tremendous job of harvesting both news media stories and key books. It is however a bit anrrow, and I recommend other references.
A simple example: he speaks of the narrow Bush victory in Florida without reference to Greg Palast's PRE-ELECTION reporting, subsequently summarized in the book, The Best Democracy Money Can Buy or any understanding of the fact that over a year in advance of the election Jeb Bush stole the election by disenfranchizing over 35,000 black voters whose names were remotely–very remotely–linked to the names of felons from other states (only Florida felons cannot vote, but Jeb Bush wanted this so bad he paid ten times the going rate to a “friendly” company that used Texas felon lists to “disqualify” voters who only found out they were disqualified on election day.
Another example: he has a great (but dated) appendix on CIA and who it has funded as intermediaries and end recipients of CIA cash all over the world, but he completely misses the same necessary information for Wall Street, the 40,000 non-profits created to hide wealth and manage perceptions (as well as lure people off land with gold, see Confessions of an Economic Hit Man).
Robert Parry is a gifted investigative reporter. His first book, Lost History: Contras, Cocaine, the Press & ‘Project Truth' remains among my favorites. In this book, what may be his most important message is this: the extremists Republicans (I am an estranged moderate Republican disgusted with Karl Rove's hijacking of the party) have combined secrecy, lies, and “perception management” to completely confuse and mislead the public, while carrying out high crimes and misdimeanors against the government, the treasury, the military, and the people.
From Henry Kissinger and Richard Nixon to Karl Rove and Dick Cheney and the young (and rather stupid) George Bush II, this book paints a very ugly and accurate picture of the pathological abuse of power and of the public purse by these people. Most of them need to be tried, convicted, and jailed. None of them are fit for public office in a moral informed democracy, but then, as the author makes clear, we do not live in a moral, informed democracy. We live in a The Cheating Culture: Why More Americans Are Doing Wrong to Get Ahead where most Americans cannot identify all the states around their own, much less other countries. We have gotten the government we deserve.
One final observation: this book is super but in isolation. I am increasingly persauded that Amazon should digitize ALL books, so that customers can “buy” composite renditions of information that honor copyright at the paragraph and page level, while creating unique original visualizations and summarizations that are free of copyright and can be bought on their own. I would pay $1,000 for a visualization–a poster–of all of the criminal, dictator, and immoral connections of George Bush II and his evil former master, Dick Cheney (whose Secret Service nickname is “Edgar,” for the guy that managed the puppet). Bush has finally figured out, way too late, that Cheney hijacked and destroyed the first six years.

This book is vastly more detailed, and covers more high crimes and misdemeanors, than either State of Denial, which misunderstands Bush as being in charge, or Crossing the Rubicon, which focuses primarily on Cheney's role in first permitting 9-11, and then working assiduously to cover up his malicious malfeasance. See also Ron Susskind's book, “One Percent Doctrine,” which crucifies Cheney, Rumseld, and Rice.
I take this book so seriously that I urge everyone to get the “Do It Yourself Impeachment” kit. He should be required to immediately resign or be impeached. He should not be allowed to serve another month in office.
For the sake of brevity, here is a list of impeachable offenses documented by this book:
1) Secret meetings in violation of the law to include exclusion of government experts
2) Refusal to honor demand from Congress for a list of participants
3) Lies to the public about Iraq, while holding maps of oil fields and already having in mind a US-only domination of those oilfields (he first focused on Iraqi oil while serving Secretary of Defense Brown)
4) Over-ruling of the Environmental Protection Agency on very important matters including its concern over Halliburton's reliance on hydraulic fracturing that uses chemicals that contaminate aquifers–Cheney personally ensured that the EPA's wording was replaced with Halliburton's wording.
5) Consistent and pervasive usurpation of Congressional authorities and consistent and maliciously deliberate avoidance of appropriate disclosure.
6) Fostered attacks on Sy Hersh, and considered authorizing a break-in on his home.
7) From the 1970's, see also Ron Susskind's One-Percent Doctrine, subverted the authority of the Vice President, Nelson Rockefeller, and teams with Justice Scalia (then an assistant attorney general) to increase executive privileges and push back reforms.
8) As a Congressman personally blew off Russian offer in 1983 for arms cuts, and subverted the authority of the President and the Secretary of State then serving.
9) As an extremist Republican, supported Ollie North and the White House in violating the Congressional prohibitions on aid to the Contras, and obstructed justice thereafter.
10) Page 78 has a lovely discussion of how Cheney and North were “in the zone” in deceiving the public and Congress during the televised hearings.
11) Adopted as his own the lunatic report by Khalizad (who is a very lazy scholar, see my review of his rotten RAND book on revolution) and Libby, on how the US as a superpower should be able to do ANYTHING.
12) Attempted to undermine due process and keep tactical nuclear weapons in the Army inventory.
13) Subverted the authority of the Secretary of State (Colin Powell) by allowing his daughter to overrule Ambassadors and meet privately with various heads of state.
13) Lied repeatedly to the public about his continuing financial equities with Halliburton, and was so involved in giving Halliburton up to 16 billion in no bid contracts.
14) Shut both foreign competitors and more cost-effective indigenous contracting solutions, severely harming the national security of the United States by fostering an environment of unproductive looting by Halliburton, Bechtel, and others.
15) Ignored his dual mandates on terrorism and intelligence. The book suggests that Bush was not briefed on Al Qaeda for the first eight months he was in office (the Vice President's priorities were energy and missile defense).
16) Personally impeded negotiations with North Korea after they proved amenable to diplomatic engagement.
17) Personally rejected Iranian overtures for negotiation conveyed by the Swiss in 2003
18) Personally reinforced Rumsfeld on use of torture, by-passing the President's more measured restrictions.
19) Conspired with Speaker Hastert to subordinate the House of Representatives, using a special office of his own (first time in history) so that Representatives could be brought to him rather than his calling on them.
20) Manipulated the President into numerous “signing statements” inconsistent with the will of Congress that ignored legislation then in force.
21) “Bureaucratically emasculated” the President (page 177–if the President has a friend that reads this review, PLEASE get the book and the review to the President–he really may have no idea his balls have been cut off)
22) Contemptuous and manipulative of the CIA, refusing to accept their best professional judgments based not only all source intelligence, but on a extraordinary effort by Charlie Allen in running line crossers into Iraq to document beyond a shadow of a doubt that there were no weapons of mass destruction there.
23) Lied repeatedly, over and over, to the public, to Congress, to the President, to foreign leaders, even after the lies were exposed he continued to repeat them.
The book does not discuss the 9-11 situation and emerging findings that place the Vice President at the center of our deliberately inept response.
Two gems apart from the impeachable offenses:
1) The search for a Vice President was a complete fraud, he was picked from day one, and made a fool of every serious candidate, while also personally leaking to destroy Keating just to ensure the only real rival would not be considered at the last minute.
2) The discussion of Joe Lieberman's refusal to confront Cheney with all that was known to be wrong with him was explained at the time as “taking the high moral road.” I am not so sure. I speculate that Lieberman is actually a neo-con and has been playing the Democrats for fools while minding the interests of his Wall Street masters.
On page 147 the authors discuss how Cheney accused Clinton and Gore of “extend[ing] our military commitments while depleting our military power.” Lovely. And now?
The authors conclude that Dick Cheney is “nakedly amoral.” I agree.
One final scary note: in the many doomsday drills that Cheney participated in across his career and inclusive of his Vice Presidency, they always failed to reconstitute Congress.
Dick Cheney has done more damage and is a greater threat to our Republic and others, than Bin Laden and Saddam Hussein combined.

Scott Ritter was proven correct about Iraq not having weapons of mass destruction, and this alone demands our respectful attention to his views of the foolishness of attacking Iran.
There are other reviews of the substance of this book that are excellent, so here I just wish to contribute three supporting observations:
1) Endgame: The Blueprint for Victory in the War on Terror by LtGen Thomas McInerney and MajGen Paul Vallely, was published in 2004 and lays out the complete plan for US military domination of the Middle East, with Iran following Iraq, and then Syria etcetera. As lunatic as the plan may be (see my review for more details) it is a plan that will be carried out as long as Dick Cheney remains Vice President and George Bush Junior remains a fool who is clearly in way over his head.
2) Howard Bloom, who understood the coming Sunni versus Shi'ite world war for the soul of Islam, writing about it in The Lucifer Principle: A Scientific Expedition into the Forces of History, now warns of a likely Iranian masterplan that first used Ahmed Chalabi to lure the American neo-cons into Iraq, and now has lured four carriers, two strike groups and an amphibious group within range of the supersonic Sunburn missile that carried a nuclear warhead, can explode a carrier, and travel at 3.0 Mach straight line, or 2.2 Mach when zig-zagging.
3) In addition to Scott Ritter's excellent analysis of how Iran can turn off the oil supply in Iran, portions of Saudi Arabia and the UAE, and Kuwait, it is helpful to consider the extreme vulnerability of the US land supply route from Kuwait to Baghdad. A slide by Webster Tarpley showing this vulnerability is posted above.
Ritter gets a lot of respect from me–his integrity took him from a relatively minor position as a Marine Corps field grade officer, and elevated him to the role of speaker of truth for the public. I think he is right–the US will attack Iran, ostensibly in support of Israel–and this will be the greatest disaster of the 21st century, setting off a true world war between Sunni and Shi'ite in which the Christians are the “collateral damage” while the Jews experience a new form of genocide. I just shake my head, feeling helpless, wondering what it takes to get Scott Ritter's important knowledge in front of Congress.
