In Afghanistan, the rise and fall of ‘Little America’

Paul Jones arrived in a Chevy pickup, dust clouds billowing as he crossed the desert. He had set out soon after first light from his base in southern Afghanistan, an encampment that, thanks to his employer’s logistics savvy, had an ample supply of Pabst Blue Ribbon. Almost everything there had been sent by sea from California or Oregon, and then trucked up from Pakistan.

The 63-year-old, khaki-clad engineer came that February morning to observe a massive development project aimed at transforming the valley along the Helmand River into a modern society.

Irrigation canals would feed farms that would produce so much food that the country would export the surplus for profit. New schools, modern hospitals and recreation centers would rise from the sand. So, too, would factories, fed by electricity from a generator at a dam upriver. Jones had seen a similar transformation near his home on the outskirts of Sacramento, and he was certain it would materialize here, too. In the desert expanse, he saw “the beginning of a new civilization — a new way of life abounding in the riches of worthy endeavor.”

It was 1951.

New York Mayor Michael Bloomberg announced a $127.5 million plan Thursday to help young black and Hispanic men. The effort includes money from financier George Soros and his philanthropy.

Koko signs:  Smart men both, but neither of them has a holistic understanding of system design.  In the jungle, connectivity matters.  King of the Reflexive Practice Jungle, Dr. Russell Ackoff, would say this is a magnificent example of doing the wrong thing righter.  Paying to connect these young men to a broken system makes no sense–funding them to build a new system to displace the broken one–now that is reflexivity.  Good intentions, bad design.  We have just two questions.

1.  Has anyone asked the young men what they want?

2.  In the context of a city failing the resilience test and likely to experience near-catastrophic unemployment in the middle class over the next ten years, is there a strategy for resilience?

Crisis Mapping Somalia with the Diaspora

The state of Minnesota is home to the largest population of Somalis in North America. Like any Diaspora, the estimated 25,000 Somalis who live there ar closely linked to family members back home. They make thousands of phone calls every week to numerous different locations across Somalia. So why not make the Somali Diaspora a key partner in the humanitarian response taking place half-way across the world?

In Haiti, Mission 4636 was launched to crowdsource micro needs assessments from the disaster affected population via SMS. The project could not have happened without hundreds of volunteers from the Haitian Diaspora who translated and geo-referenced the incoming text messages. There’s no doubt that Diasporas can play a pivotal role in humanitarian response but they are typically ignored by large humanitarian organizations. This is why I’m excited to be part of an initiative that plans to partner with key members of the Diaspora to create a live crisis map of Somalia.

JOURNAL: Rumored US DoD Cuts

Here's what is circulating (assuming this budget impasse can be resolved, it gets more severe if it isn't):

  • DoD to cut $800 billion over 4 years. $200 billion a year out of a $600 b budget.
  • 3 government employees must retire/leave before any new hire is made.

About 3 years ago when I was a speaker at the Highlands Conference (they run a private conference for the Secretary of Defense), I was asked what the biggest unexpected challenge facing the US defense department was.  My answer:  The DoD will only have half the budget it has today in five years.  The trick is going to be:  how to get down to that number in an orderly way.

Phi Beta Iota:  These are long overdue cuts and barely scratch the surface.    Between out of control research, overseas bases, out of control contractors, and the Navy/Air Force obsession with big complex systems that are of little use 90% of the time, there is much more work to be done.  It must be driven by intelligene with integrity.  That is not something that is now available within the US Government.  It is also time to end the early retirement of military employees that have not seen combat, and to end double-dipping by retirees who sign on with contractors.  One paycheck per person should be the standard.  Anyone working after retirement gets up to 80% of their retirement check suspended with thanks from a grateful public.

The 160-person British Columbian Citizens Assembly on Electoral Reform took every other weekend for a year to research and reach consensus on the best method for their province's election process.

The fourteen citizens in a Danish Consensus Conference take several weekends over several months to learn about their assigned technical issue and come up with shared recommendations for Parliament and the public.

A 24-person Citizen Initiative Review of the kind now institutionalized in Oregon takes a week to figure out how to best advise voters on a given ballot initiative.

Similar Citizens Juries on all kinds of subjects also take about a week.

The dozen citizens selected for MACLEAN'S magazine's 1991 “People's Verdict” deliberations took just three days to come up with a lengthy vision for Canada's future direction.

A Wisdom Council often takes just two days to come up with a consensus statement sharing their concerns and dreams for their community.

Hundreds or thousands of people in a 21st Century Town Meeting take one day to make decisions on the issue that they have been assigned.

And now ABC News gave five citizens of diverse political beliefs one hour to solve the deficit crisis that Washington can't seem to resolve in months.  This small group's success is the special feature of this e-mailing, so check out ABC's very short video (2:43) about it
