In combination with the other books that I am reading this week, the first by David Perkins, Making Learning Whole: How Seven Principles of Teaching Can Transform Education, the second by Curtis Bonk, The World Is Open: How Web Technology Is Revolutionizing Education, this book I have read in galley form, by Dr. Kent C. Myers [strategist and process historian, a disciple of Russell L. Ackoff] with contributed chapters from a number of other individuals, gives me hope.

This is an extraordinarily diplomatic and measured book, a book that can nudge even the most recalcitrant of know-it-all stake-holders toward the “aha” experience that what they are doing [doing the wrong things righter] is NOT WORKING and maybe, just maybe, they should try Reflexive Practice (or at least begin to hire people that think this way).

This is *the* book that could-should lead to the first-ever Secretary General of Education, Intelligence, & Research, IMHO. THE SMART NATION ACT: Public Intelligence in the Public Interest, done with Congressman Rob Simmons (R-CT-02) was a proponency book. This book by Dr. Myers et al is a praxis book absolutely up there with the other 6 Star and beyond books that I recommend.

For a magnificent companion book, Will Durant's 1916 doctoral thesis, I strongly recommend Philosophy and the Social Problem: The Annotated Edition. The intermediate books would of course be Buckminster Fuller's Critical Path and Russell Ackoff's Redesigning Society (Stanford Business Books).

This book is an excellent description of the application of scientific theories primarily from the fields of mathematics and physics to military theory and practice. Bousquet's approach is original, if somewhat eccentric, and he succeeds in clearly explaining both complex scientific theories and their influence on military strategies and tactics.

He divides what he terms “techno-scientific regimes” into four categories that more or less follow the historical development of technology. Thus he argues that the development of a reliable mechanical clock was reflected in military thinking by the introduction of synchronized battle drill and orderly, if often complex, planning and execution of strategy and tactics. Bousquet considers that the identification of the rules of thermodynamics directly influenced the military doctrines of rapid, dispersed, and unpredictable movement that culminated in WWII with such tactical and operational formulations as the German Blitzkrieg. His treats the third regime the computer and its military counter-part “cybernetic warfare” as the introduction of large quantities of information and rapid telecommunications as well as command and control systems as establishing the means of reducing the normal uncertainty and chaos of battle. This was the age of operations research and systems analysis which, as Bousquet notes, came to grief in the Vietnam War. His fourth regime is derived from “chaos theory” and the concept of networked type of organizations in which decision making is dispersed down to the smallest possible unit. This regime's application to military theory essentially embraces chaos rather than minimizing it and uses it to confuse and confound the enemy.

It is in this fourth regime that Bousquet has a number of really interesting ideas. He gives credit to the increasingly recognized ideas of Colonel John Boyd (USAF ret. 1927-1997) who deliberately used such scientific theories as the Second Law of Thermodynamics and Chaos Theory in his military thinking. Using these theories, Boyd for example developed his famous Observe, Orient, Decide, Act (OODA) “loop” which is a very accurate conceptual model for all command and control (C2) systems. By using these theories, Bousquet was able to clearly describe the concept of Network Centric Warfare (NCW) as originally conceived and advocated. He notes that NCW was information driven and designed to thrive on the chaos of war. There was a rather vague strategy derived from NCW, but it was never really developed. The original NCW concept incorporated the concept of non-hierarchical network type of organizations in which information sharing allowed situational awareness information was pushed to the highest levels of command while decision making was pushed to the lowest level possible. NCW was founded on an advance command and telecommunication system called, “Command. Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance” (C4ISR). All forms of C4ISR systems are designed as information management systems specifically for the high flows of information produced by 21st Century information acquisition and forwarding systems.

This book would be a good companion to “Science, Strategy, and War” by Frans P.B. Osinga which is a careful examination of the scientific origins of Boyd's theories.

RETIRED READER SPECIAL ADDITION FOR PHI BETA IOTA READERS

The question that I have is has anyone in the Office of the Director of National Intelligence (ODNI) read this book or Osinga’s and noted the appropriateness of using scientific theories to develop a real theory of intelligence? The uncertainty principle, entropy, and chaos theory all seem to be applicable to the issues confronting U.S. intelligence. A theory of intelligence based on scientific theory as opposed to the fuzzy academic exercises that now pass for intelligence theories would be the first step in developing a real strategy for intelligence in the 21st Century. At present within the Intelligence Community (IC) strategic planning is hopelessly conflated with so-called “vision statements” and neither serve any rational purpose. And there is no theory of intelligence worthy of the name.

5.0 out of 5 stars Low-Cost Priceless Guide Worth Hundreds of Thousands

It's been my pleasure to know the author of this book ever since he hunted me down after my review of Wave Rider: Leadership for High Performance in a Self-Organizing World, and I have also had the benefit of being a participant in a number of Open Space sessions run by, among others, Peggy Holman, author of Engaging Emergence: Turning Upheaval into Opportunity and the older The Change Handbook: The Definitive Resource on Today's Best Methods for Engaging Whole Systems.

I cannot over-state the value of this book to anyone who has a complex and expensive problem but cannot afford to get the author there personally. While the book is no substitute for the genius, the intuition, the experience, and the sheer “quiet energy” that the author can bring to any endeavor, it is not just a starting point, it is more than enough to get you through your first self-organized event, and the results are sure to astonish as well as excite about the potential benefits of having the author lead the next session.

Here is how it works in a nut-shell, and I put this into the review because I am not happy with the minimalist marketing information the publisher has provided but happy that Look Inside the Book is activated–use that feature!

1) Everyone who cares is invited to a meeting in a space large enough to accommodate the group. Many events will charge a fee to cover the space, the food, and the travel costs of the facilitators, some events can be free especially if internal. HOWEVER, the diversity of who is invited (i.e. including outsiders, clients, journalists, the lowest ranking maintenance people), THIS MATTERS….A LOT.

The David Fincher/Aaron Sorkin film collaboration called “The Social Network” is not about technology, though there are scenes that suggest how code is produced through focused work (which actually looks boring when you’re watching it “IRL” (in real life), without Fincher’s hyperactive perspective – but is so engaging you can lose yourself totally in the process when you’re the one actually producing the code).  The film is more about the entrepreneurial spirit, what it takes to have a vision and see it through. The real visionary in the film, Mark Zuckerberg, appears far less intense IRL than Jesse Eisenberg’s interpretation would suggest, but his drive and work ethic are undeniable. It’s not an accident that a guy in his twenties produced a billion-dollar platform; he could have been derailed if he’d lacked the persistence of vision and intent that the film shows so clearly. And, of course, he was kind of a jerk, probably without meaning to be. That kind of focus and drive tends to override comfortable social graces, kind of ironic when you’re building a social platform.

Arguing that the processes creating the technium are akin to those of biological evolution, Kelly devotes the opening sections of his exposition to that analogy, maintaining that the technium exhibits a similar tendency toward self-organizing complexity. Having defined the technium, Kelly addresses its discontents, as expressed by the Unabomber (although Kelly admits to trepidation in taking seriously the antitechnology screeds of a murderer) and then as lived by the allegedly technophobic Amish. From his observations and discussions with some Amish people, Kelly extracts some precepts of their attitudes toward gadgets, suggesting folk in the secular world can benefit from the Amish approach of treating tools as servants of self and society rather than as out-of-control masters. Exploring ramifications of technology on human welfare and achievement, Kelly arrives at an optimistic outlook that will interest many, coming, as it does, from the former editor of Wired magazine. –Gilbert Taylor

WHAT TECHNOLOGY WANTS offers a highly readable investigation into the mechanisms by which technology advances over time. The central thesis of the book is that technology grows and evolves in much the same way as an autonomous, living organism.

The book draws many parallels between technical progress and biology, labeling technology as “evolution accelerated.” Kelly goes further and argues that neither evolution nor technological advance result from a random drift but instead have an inherent direction that makes some outcomes virtually inevitable. Examples of this inevitability include the eye, which evolved independently at least six times in different branches of the animal kingdom, and numerous instances of technical innovations or scientific discoveries being made almost simultaneously.

I'm putting this book into the 6 Star and Beyond category at Phi Beta Iota the Public Intelligence Blog, for two reasons: it has a proper definition of what business should be about–creativity and humanity; and it strives to focus the innovator on passion versus drive, life versus “the kill.”

The book was first published in 2000, and I only get to it now because it was explicitly recommended to me by a Hackers Conference colleague to help me in grappling with my “what next” explorations.

The book impresses from the first page, the opening quote from Walter Pater, Studies in the History of the Renaissance (Oxford World's Classics) which I might have to read next. It took an enormous amount of creative focus to find this quote, I will just provide the first half here:

Every moment some form grows perfect in hand or face; some tone on the hills or the sea is choicer than the rest; some mood of passion or insight or intellectual excitement is irrestibly real and attractive to us–for that moment only. Not the fruit of the experience, but experience itself, is the end.

For me, this was perfect prologue, and a have a note shortly into the book, “the zen of advanced information technology leadership.

This is a carefully crafted and elegantly presented book with exactly the right amount of white space, integrated emails, and real-life annecdote, and the bottom line is clear: bet on the vision and take the risk. Go for the big idea that changes the world or at least tries to change the world, do NOT “do” the web play as a path to being rich or anywhere other than being “there.”

I received a copy of this book as a galley from the publisher, and I strongly recommend it in any form. I first met Steve Denning when he was recently retired from being program director of knowledge management at the World Bank, and had created no-cost global networks for multinational information sharing decades before the term M4IS2 came into vogue (Multinational, Multiagency, Multidisciplinary, Multidomain Information-Sharing and Sense-Making). His first book, The Springboard: How Storytelling Ignites Action in Knowledge-Era Organizations (KMCI Press) remains an essential reference for any leader at any level.

This book grabbed me right away, and while it reminds me of Peter Drucker, Peter Senge, and Gifford Pinchot, with a strong leavening from all the books I have been reading in the Collective Intelligence, Evolutionary Activism, Human Scale, and Epoch B Leadership arenas, this is clearly his own unique work and I would venture to say that this is the first book that captures the essence of 21st Century leadership.
