The memorandum “Collateral Damage: U.S. Covert Operations and the Terrorist Attacks on September 11, 2001” has been circulating for years on the Internet, studiously ignored by most.  It was previously posted as a journal item on this website.  Since then, the public has learned a great deal more about both gold and greed, and the memorandum is once again circulating.

This is by no means the complete story, and there are some leaps of imagination and speculation that must be deeply investigated or discounted.  Central to appreciating the magnitude of the government cover-up is the FACT that MONTHS before 9/11 Dick Cheney set in motion the national counter-terrorism exercise that gave him complete control on “the day” of 9/11.

What is clear is that there is a great deal more investigation to be done, and that a truth and reconciliation commission should be created in  time to put Dick Cheney and the others on the stand before they either die a natural death or are assassinated by foreign governments righteously angry over what has been done to them by American children playing with fire.

ABSTRACT

Intelligence is a tool for power and traditionally very sensitive by nature. Well-established and bureaucratic resistance, international positioning and working methods hamper cooperation concerning intelligence. In a multifunctional and multinational peace operation a lot of informal structures are intertwined with formal structures.

In order to create a picture of the widest spectrum in a multifunctional mission cooperation is necessary among military, police, Governmental- and International organisations and NGO`s.  Intelligence services need to communicate with each other, and multi-lateral agreements need to be established to governing the collection, analysis and sharing of intelligence.

WASHINGTON — American counterterrorism officials are increasingly concerned that the most dangerous regional arm of Al Qaeda is trying to produce the lethal poison ricin, to be packed around small explosives for attacks against the United States.

But senior American officials say they are tracking the possibility of a threat very closely, given the Yemeni affiliate’s proven ability to devise plots, including some thwarted only at the last minute: a bomb sewn into the underwear of a Nigerian man aboard a commercial jetliner to Detroit in December 2009, and printer cartridges packed with powerful explosives in cargo bound for Chicago 10 months later.

Phi Beta Iota:  The insular insanity of the US Government continues.  We note with interest that the NYT does not qualify either of the two preceeding plots, both of which are very likely to have been Israeli false flag operations to keep the “terror” myth alive, neither of which was properly investigated.  We are right back in the 1970's, and repeat below what Daniel Elsberg said then to Henry Kissinger:

Air Force Tackles New Intel Mission

Washington: The Pentagon's top intelligence official has ordered the Air Force to set up a new intelligence unit to analyze the behavior of foreign-based commercial aircraft and integrate intelligence from the combatant commanders as the planes move through American airspace.

Undersecretary of Defense for Intelligence Mike Vickers has tasked Air Force Secretary Michael Donley to hand pick a chief for the new intelligence cell.

While USD(I) will be the “focal point in DoD for intelligence on foreign civil aviation-related entities associated with illicit activities or posing a threat to the United States, its allies or its interests,” the Air Force will handle day-to-day operations through the Civil Aviation Intelligence Analysis Center, according to a July 29 memo from Vickers.

DEFICIT DEAL AND ITS IMPACT ON THE IC

At  the time of the July edition of Mazz-INT Blog, the government was tied in a knot over coming to grips with how to get long term spending under control so there would be the political conditions to raise the debt ceiling on August 2nd; NATO forces  were engaged in a seeming stalemate in Libya to remove Gadhafi from power;  there was rising concern about corruption in the Karzai “government” in Afghanistan; near open confrontation between Islamabad and the Washington over continuing US unilateral drone attacks against Al Qaeda and Taliban leadership inside of Pakistan; and the US Intelligence Community (IC) was finishing a quiet but well deserved victory lap for taking out Osama bin Laden.  As August begins I am happy to report that Bin Laden remains dead —– with increasingly negative impacts for Al Qaeda, but little else as changed.

So what to discuss with you that is worth your time?  As Eddie Layton,  Nimitz’s N2 throughout WWII, was famous for saying “the biggest alligator is the one closest to you” which means to me the debt crisis and its impact on the on the IC.  As I write this on 31 July, the Executive and Legislative branches are struggling to figure out how to raise the debt ceiling so the US government will not be in default on August 3rd when you are likely to be seeing these ramblings.  So let’s focus on how debt crisis will likely impact the IC.
