NIGHTWATCH Extract: Dictators vs Iran in Middle East

Syria-Saudi Arabia-Lebanon: Syria and Saudi Arabia pledged to support efforts to stabilize Lebanon and preserve its security and unity, Reuters reported 29 July. A joint statement from Saudi King Abdullah and Syrian President Bashar al Asad also called for better inter-Arab relations, praised Turkey's support for the Palestinians and called for the formation of a government in Iraq to preserve the nation's Arab identity and security.

NIGHTWATCH Comment: The King has undertaken another strenuous trip through Arab lands to build an Arab front that blocks Iranian influence in Syria and inroads in Lebanon and the Gaza Strip. The Syrian Alawites, the Sunni Palestinians of Hamas and the Shiite Arabs of Lebanese Hezbollah have afforded the Persians unprecedented access to Arab lands and business.

The Saudi King continues to try to limit or reverse the damage to what passes for Arab unity from Iranian subversion. Thus far his energies have been misspent. His initiatives have not weakened Iranian influence in any of the three target entities.

On September 11, 1973, the socialist government of Chilean president Salvador Allende was overthrown in a military coup backed by the US government. The jailings, torture, and persecution that followed largely stamped out resistance efforts inside Chile, but were unable to silence writers, artists, and filmmakers working in exile.

The young filmmaker Patricio Guzmán, using film stock donated by the French filmmaker Chris Marker, had already shot footage for a documentary on the Allende years, right up to the day of the coup. He smuggled the material out of the country to produce his epic three-part documentary The Battle of Chile, the first two parts of which were released to resounding international acclaim in 1975-76. This event focuses on the documentary's second part, “The Coup d'État,” which culminates in the assault on the presidential palace on September 11.

Inside the palace on that day, one of the last people to see Allende alive was his young physician Óscar Soto, whose memoir of Allende's last day, El Último Día de Salvador Allende, is now in its second edition. The screening will be followed by a discussion with Dr. Soto, who is visiting New York from his residence in Spain.

Dr. Steve Metz was published on this topic by the Military Review in July-August 2001.  A great deal of original thinking came out of the U.S. Army Strategic Studies Institute (SSI) in the aftermath of the 1998 Army Strategy Conference, and sadly, none of it has gained any traction with any Secretary of Defense (or State) since then.  Should Senator Chuck Hagel (R-NE) actually be selected to be the new Director of National Intelligence (DNI), this is a concept he is going to have to integrate into his thinking.

Although Dr. Metz fully understands the asymmetry of will and touches on the asymmetry of morale, he does not address the core intelligence question of our century: the asymmetry of morality.  Will & Ariel Durant understood this and highlighted the strategic value of being “in the right” in their capstone work, The Lessons of History.  Others, including Buckminster Fuller in Critical Path and Dr. Robert Ackoff (see first link below), understood that context matters, and within context, morality and doing the right thing.

Morale is not the same as moral, and the “collateral advantage” that allows one to harness the distributed intelligence of the Whole Earth–to receive unsolicited warnings large and small, to receive unsolicited good ideas large and small–comes ONLY when one holds the moral high ground.  It merits stressing that CONSENSUS is most easily achieved when those striving to achieve consensus share a common faith in integrity–in morality.

America is in the wrong today, because the US Government is imposing on both the domestic public and on humanity at large the wrong policies, the wrong programs, and the wrong acquisitions–as well as the wrong distribution of US taxpayer funds in the service of dictators, cartel leaders, and predatory immoral banks and businesses not at all interested in earning legal ethical profit fully compliant with true cost economics also known as the triple bottom line.

Chuck Spinney is still the best “real” engineer in this town–almost everyone else is staggering after fifty years of government-specification cost-plus engineering.  Also, as Chuck explores in the piece on Complexity to Avoid Accountability is Expensive we in the “requirements” business are as much to blame–Service connivance with complexity has killed acquisition from both a financial inputs and a war-fighting relevance outcome point of view.  The Services have forgotten the basics of requirements definition and multi-mission interoperability and supportability.

The Marine Corps Intelligence Center (MCIC) was created by General Al Gray, USMC (Ret), then Commandant of the Marine Corps, for three reasons:

1.  Intelligence support to constabulary and expeditionary operations from the three major services was abysmal to non-existent.

2.  Intelligence  support to the Service level planners and programmers striving to interact with other Services, the Unified Commands, and the Joint Staff was non-existent–this was the case with respect to policy, acquisition, and operations.  The cluster-feel over Haiti and the total inadequacy of our 24-48 hour response tells us nothing has changed, in part because we still cannot do a “come as you are” joint inter-agency anything.
