It is in that context that I recommend this book as a superb example of mainstream thinking, while also respectfully observing that this approach is both inadequate, and out of touch with the alternative Epoch B bottom-up models that have been proven not only recently, but centuries ago within indigenous societies, as documented by, among others, Charles Mann in 1491: New Revelations of the Americas Before Columbus.
For this review, I decided to consult my mentors, and with their permission, offer two of their comments as a collective review–wisdom of the very crowds the authors of this book think they can help be wiser.
6 Star for Concept–Ignores Past Pioneers–Energizes Us All

I took the time to read all of the reviews to date, and was reminded again of the chasm between those who understand technology and its possibilities, and those who do not. Being among the latter, in part because I am a veteran of 30 years of watching the US Government waste trillions over that period on too much badly designed technology (government specifications, cost plus) for the wrong reasons and generally without a positive outcome [the Internet being an exception], I must respect–as the author respects with her obviously counter-ripostive editorial interview here at Amazon–both the importance of getting a grip on reality, and the importance of being more respectful of past pioneers, such Buckminster Fuller (RIP) and Medard Gabel (co-creator with Fuller of the analog World Game, creator of the architecture for the digital EarthGame(TM), and recent contributing editor to Designing a World That Works for All: How the Youth of the World are Creating Real-World Solutions for the UN Millenium Development Goals and Beyond (Volume 1), and Russell Ackoff [e.g. Redesigning Society (Stanford Business Books) as well as John N. Warfield [e.g Societal Systems: Planning, Policy and Complexity (Wiley Series on Systems Engineering & Analysis). And then there are the 55 authors in Collective Intelligence: Creating a Prosperous World at Peace, including Ms. Jan Watkins, Doug Englebart, Mark Tovey. In short, the WORST thing one can say about this book is that the author has had an immaculate conception to her great credit, but one that could have been vastly better grounded had she done her homework and a multi-disciplinary literature review, something her PhD committee evidently did not consider necessary.
Having said that, this book is without question a 6+, a ranking achieved by the top 10% of the non-fiction books and DVDs I have reviewed here at Amazon (1692 not counting this one). This is a world-changing book, and while the author has benefited from a fabulous personality and personal presence, and first rate representation and promotion, when read carefully and completely and placed in the context of all that is about us today, the originality, relevance, and imminent potential of this book and the ideas in this book cannot be denied. The author does not do what Medard Gabel has done–provide the architectural underpinings for the digital EarthGame(TM) and global to local holistic “dashboards” that integrate the ten high-level threats to humanity, the twelve core policies, the true costs of every good and service–she is still at the “one of” level rather than the meta level–but if she can reach out to Medard Gabel and others and actually harness not just the cognitive surplus of the crowds, but the contextual pioneering of those who have spent decades before her thinking and doing in this arena, then she will be the righteous public face of what I am starting to call “Open Everything: from Autonomous Internet to Global Panarchy.”
Not a single one of the other reviews mentions “hindsight games” which come at the end in Chapter 12, where Ben Gilad, whom I know and admire, properly lists Helen Ho and Matthew J. Morgan as the authors.
At the age of 58 with 30+ years as an intelligence professional behind me, very little catches me by surprise but this is one of those exquisite “ahas.” For me, the insights into hindsight games as a means to retrospectively identify strategic, operational, tactical, and technical junctures, where participants can reflect on what they knew, what they did not know, what they had wish they had known, and how they might advise the next generation to state its intelligence requirements differently–for me this is an intellectual gold strike.
I have never heard of any of the war colleges or strategy centers or major corporations or NGOs doing hindsight games. This for me is HUGE, and Ben Gilad's integrity is high-density–although the plan of the book properly puts the chapter at the end, after his concepts and doctrine and methods for business war games are outlined, this is the chapter that every one of the eight tribes (academic, civil society, commercial, government, law enforcement, media, military, non-profit or non-governmental) should be thinking about.
Hindsight games are a perfect means of both debriefing out-going executives and mission area specialists, and of transferring lessons learned from one generation to another in a super-professional manner.
I am reminded of Kristan Wheaton's still relevant book, The Warning Solution : Intelligent Analysis in the Age of Information Overload, and believe that would make an excellent HindSight Game pre-read, pulling in seniors and mission area specialists to talk about what proper warning and better intelligence might have allowed them to do these past twenty years.
This is an extraordinarily diplomatic and measured book, a book that can nudge even the most recalcitrant of know-it-all stake-holders toward the “aha” experience that what they are doing [doing the wrong things righter] is NOT WORKING and maybe, just maybe, they should try Reflexive Practice (or at least begin to hire people that think this way).
This is *the* book that could-should lead to the first-ever Secretary General of Education, Intelligence, & Research, IMHO. THE SMART NATION ACT: Public Intelligence in the Public Interest, done with Congressman Rob Simmons (R-CT-02) was a proponency book. This book by Dr. Myers et al is a praxis book absolutely up there with the other 6 Star and beyond books that I recommend.
This book is an excellent description of the application of scientific theories primarily from the fields of mathematics and physics to military theory and practice. Bousquet's approach is original, if somewhat eccentric, and he succeeds in clearly explaining both complex scientific theories and their influence on military strategies and tactics.
He divides what he terms “techno-scientific regimes” into four categories that more or less follow the historical development of technology. Thus he argues that the development of a reliable mechanical clock was reflected in military thinking by the introduction of synchronized battle drill and orderly, if often complex, planning and execution of strategy and tactics. Bousquet considers that the identification of the rules of thermodynamics directly influenced the military doctrines of rapid, dispersed, and unpredictable movement that culminated in WWII with such tactical and operational formulations as the German Blitzkrieg. His treats the third regime the computer and its military counter-part “cybernetic warfare” as the introduction of large quantities of information and rapid telecommunications as well as command and control systems as establishing the means of reducing the normal uncertainty and chaos of battle. This was the age of operations research and systems analysis which, as Bousquet notes, came to grief in the Vietnam War. His fourth regime is derived from “chaos theory” and the concept of networked type of organizations in which decision making is dispersed down to the smallest possible unit. This regime's application to military theory essentially embraces chaos rather than minimizing it and uses it to confuse and confound the enemy.
It is in this fourth regime that Bousquet has a number of really interesting ideas. He gives credit to the increasingly recognized ideas of Colonel John Boyd (USAF ret. 1927-1997) who deliberately used such scientific theories as the Second Law of Thermodynamics and Chaos Theory in his military thinking. Using these theories, Boyd for example developed his famous Observe, Orient, Decide, Act (OODA) “loop” which is a very accurate conceptual model for all command and control (C2) systems. By using these theories, Bousquet was able to clearly describe the concept of Network Centric Warfare (NCW) as originally conceived and advocated. He notes that NCW was information driven and designed to thrive on the chaos of war. There was a rather vague strategy derived from NCW, but it was never really developed. The original NCW concept incorporated the concept of non-hierarchical network type of organizations in which information sharing allowed situational awareness information was pushed to the highest levels of command while decision making was pushed to the lowest level possible. NCW was founded on an advance command and telecommunication system called, “Command. Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance” (C4ISR). All forms of C4ISR systems are designed as information management systems specifically for the high flows of information produced by 21st Century information acquisition and forwarding systems.
This book would be a good companion to “Science, Strategy, and War” by Frans P.B. Osinga which is a careful examination of the scientific origins of Boyd's theories.
RETIRED READER SPECIAL ADDITION FOR PHI BETA IOTA READERS
The question that I have is has anyone in the Office of the Director of National Intelligence (ODNI) read this book or Osinga’s and noted the appropriateness of using scientific theories to develop a real theory of intelligence? The uncertainty principle, entropy, and chaos theory all seem to be applicable to the issues confronting U.S. intelligence. A theory of intelligence based on scientific theory as opposed to the fuzzy academic exercises that now pass for intelligence theories would be the first step in developing a real strategy for intelligence in the 21st Century. At present within the Intelligence Community (IC) strategic planning is hopelessly conflated with so-called “vision statements” and neither serve any rational purpose. And there is no theory of intelligence worthy of the name.
I cannot over-state the value of this book to anyone who has a complex and expensive problem but cannot afford to get the author there personally. While the book is no substitute for the genius, the intuition, the experience, and the sheer “quiet energy” that the author can bring to any endeavor, it is not just a starting point, it is more than enough to get you through your first self-organized event, and the results are sure to astonish as well as excite about the potential benefits of having the author lead the next session.
Here is how it works in a nut-shell, and I put this into the review because I am not happy with the minimalist marketing information the publisher has provided but happy that Look Inside the Book is activated–use that feature!
1) Everyone who cares is invited to a meeting in a space large enough to accommodate the group. Many events will charge a fee to cover the space, the food, and the travel costs of the facilitators, some events can be free especially if internal. HOWEVER, the diversity of who is invited (i.e. including outsiders, clients, journalists, the lowest ranking maintenance people), THIS MATTERS….A LOT.
1. The focus of this book is the complicated process that led to President Obama to increase the level of U.S. troops deployed to Afghanistan in support of the so-called “surge strategy.” Like all of Woodward’s previous books this book is apolitical and contains minimal analysis and commentary. It is a chronological compilation of quotes and paraphrases that Woodward has selected to demonstrate how the decision making process in this case actually worked. Woodward is a respected journalist and has a track record of accurately reflecting White House Deliberations.
2. Woodward makes it clear that President Obama’s concerns with Afghanistan so often articulated in his run for the Presidency were genuine and unfortunately well founded. The military and political situations in Afghanistan were rapidly deteriorating to the point of endangering the U.S. position there. The President wanted to formulate a new strategy that would neutralize the threats posed by al Qaeda still operating on the Afghan-Pakistan Border and transform Afghanistan into stable country that would not serve as a host to al Qaeda. To do this, he sought to obtain at least three or four strategic alternatives that he could choose from rather than simply going with the military centric strategy option that was already on the table.
3. The military centric option was favored by Admiral Mullen, Chairman of the Joint Chief of Staff (JCS), General Petreaus (USA) Chief of CentCom, and General McChrystal (USA). General McChrystal strongly argued that the Afghan security forces could be quickly brought up to such a level (400,000!) and that an all American Force of 40,000 troops (four brigades) could easily seize, hold, and transfer key population centers over to Afghan Security Forces. Although his optimism was at variance with actual conditions in Afghanistan, Admiral Mullen and General Petreaus supported McChrystal’s argument.
4. Still President Obama wanted to be able to review other options before committing so many troops to a failing state like Afghanistan. He also was aware that any Afghan solution would by necessity involve a Pakistani solution. The all powerful Pakistani Military had a very complex relationship with the Taliban movement and, it was suspected, al Qaeda. He therefore sought to develop a strategy that would recognize this.
5. Prior to beginning his search for alternative solutions to the Afghanistan problem the president asked Bruce Riedel of the Brookings Institute to draft a Review summarizing the current situation in Afghanistan and providing some strategic insights. Riedel is a thirty year veteran of CIA, a real expert on the Near East and Central Asia, and dates from the halcyon days when intelligence analysis was still considered a profession. His review followed and expanded points he had already established in his book, The Search for al Qaeda (Brookings Institute, 2008). The Review was especially useful in clearly articulating that solving Afghanistan’s problems necessarily involved solving Pakistan’s as well. In Riedel’s opinion the center piece of any strategy should be the elimination of al Qaeda from its border strongholds in the Pakistan Federally Administered Tribal Areas (FATAs). Riedel also pointed out that it would take a long term military-civil effort to turn Afghanistan into a viable nation-state. All of the National Security Council (NSC) principals, including the military, agreed that Riedel’s Review was the most accurate information on Afghanistan, al Qaeda, and Pakistan.
6. In reading Woodward’s account it is clear that Pakistan has its own high complex agenda in Afghanistan, driven not by U.S. concerns, but by fear of India. Pakistan’s Inter-Services Intelligence (ISI) appears to be playing a very dangerous game of supporting the Taliban (usually), tolerating al Qaeda yet still trying to cooperate where feasible with CIA. The ISI has one primary target and that is India; it appears that ISI considers Afghanistan just another strategic pawn, as is the U.S., in its life and death game against India. The Pakistani Military share this world view and indeed General Kayani, Chief of Staff of the Pakistan Army told Woodward as much. President Zardari of Pakistan appears weak and ineffectual, serving at the sufferance of the military.
7. Remarkably Riedel’s Review is a both timely and accurate summary of the situation in the Afghanistan-Pakistan (AfPak) yet it was developed from largely unclassified sources. Unremarkably, the U.S. Military while agreeing that the Review was an accurate situation report chose to ignore it because it did not fit into their pre-determined surge strategy which simply transferred the superficially successful Iraqi Surge model to Afghanistan.
8. Besides the Riedel Review, the NSC had remarkably little intelligence to help them in their search for alternative strategies. A close reading of Woodward’s account reveals why.
9. The simple fact of the matter is that in a reprise of the last forty years, the U.S. Intelligence System has been able to produce very effective tactical intelligence in support of military operations (i.e. locations of individuals and groups, tactical level threats etc.), but completely unable to produce strategic intelligence. Repeatedly in this book NSC participants express surprise that almost nothing is known of the organizational structures, funding, and level of Pakistani involvement in al Qaeda, the Taliban, and other affiliated groups. There is also no evidence in this book that anybody in the NSC took it upon themselves to review a reasonably extensive literature on the ethnography of Afghanistan to help clarify just what the Taliban and other Afghan groups actually are after.
10. In the end, the unrealistic strategic plan advanced by General McChrystal won out because the military simply refused to come up with any other and, in the absence of strategic intelligence nobody else could come up with a politically acceptable alternative.
