Former Minnesota governor, navy SEAL, and pro rassler Ventura has a new truTVshow investigating but not necessarily debunking conspiracy theories. This companion to the program, a sort of teaser, dissects such famed objects of unending speculation as the JFK, RFK, and MLK assassinations. Ventura concludes that none of those were twisted-loner crimes but rather resulted from conspiracies of varying vastness. Anent the 9/11 terrorist attacks, Ventura asserts that “our government engaged in a massive cover-up” and had “ties to the hijackers.” He ventures that “unanswered questions remain about how the towers were brought down and whether a plane really struck the Pentagon” and that the “Bush Administration either knew about the plan” or “had a hand in it.” Heady, paranoiac stuff, to be sure, but there are even more forthright charges regarding the assassination of Malcolm X, the Jonestown massacre, and the “stolen” elections of 2000, 2004, 2008, and, for that matter, 1980. Believable? Some of it. An action-packed read? You bet. –Mike Tribby
Backpacks Full of Hope: The UN Mission in Haiti describes the experience of a Chilean general as Deputy Force Commander of the United Nations Stabilization Mission in Haiti (MINUSTAH) during the particularly turbulent year September 2005 to September 2006. It details the realities of commanding more than 7,000 men from eleven countries while working to fulfill the mandate of the United Nations in Haiti—to ensure a secure and stable environment, to support the transitional government in a democratic political process, and to promote and protect the human rights of the Haitian people.
Despite the enormous challenges of a complex scenario that included local violence and extreme poverty, the UN command succeeded in its mission, stabilizing the local situation and paving the way for Haiti to hold a presidential election.

Message from the Director: Recent Media Leaks

We have seen in recent months a damaging spate of media leaks on a wide range of national security issues. WikiLeaks is but one egregious example. In some cases, CIA sources and methods have been compromised, harming our mission and endangering lives.
When information about our intelligence, our people, or our operations appears in the media, it does incredible damage to our nation’s security and our ability to do our job of protecting the nation. More importantly, it could jeopardize lives. For this reason, such leaks cannot be tolerated. The Office of Security is directed to fully investigate these matters. Unauthorized disclosures of classified information also will be referred to the Department of Justice. Our government is taking a hard line, as demonstrated by the prosecutions of a former National Security Agency official, a Federal Bureau of Investigation linguist, and a State Department contractor.
Here at the Agency, we are a family, which means we depend on each other—sharing burdens, challenges, and successes. But sharing cannot extend beyond the limits set by law and the “need to know” principle. The media, the public, even former colleagues, are not entitled to details of our work.
I would ask that every employee reflect on the responsibilities and privileges of service at CIA. Every officer takes a secrecy oath, which obligates us to protect classified information while we serve at the Agency and after we leave. A vast majority of officers live up to their oath, but even a small number of leaks can do great damage. Our adversaries benefit, while our credibility, our operations, and, ultimately, our ability to accomplish the mission all take a hit. Our sworn duty to the American people is to protect them and we must do nothing to violate the law or that sacred pledge.

Phi Beta Iota: Nothing has changed since the Moynihan Commission received testimony on CIA's refusal to brief Congress on its “sources & methods” that were and are very well known because CIA is a bureaucracy and persists in operating out of official installations. Its one very expensive attempt to create 21 non-official cover companies ended in failure, with 20 of the companies being closed down. What Panetta simply refuses to compute is that bad management and poor tradecraft are a much graver offense deleterious to national security, than straight-forward critical commentaries such as appear in the See Also and Miscellaneous sections below. We were surprised to see that Panetta now claims to oversee open source intelligence for the US Intelligence Community. It's hard to sink any lower in performance, but that does it for us. CIA has hit rock bottom.
In combination with the other books that I am reading this week, the first by David Perkins,Making Learning Whole, the second by Curtis Bonk, The World is Open: How Web Technology is Revolutionizing Education, this book I have read in galley form, by Dr. Kent C. Myers [strategist and process historian, a disciple of Russell L. Ackoff] with contributed chapters from a number of other individuals, gives me hope. This is an extraordinarily diplomatic and measured book, a book that can nudge even the most recalcitrant of know-it-all stake-holders toward the “aha” experience that what they are doing [doing the wrong things righter] is NOT WORKING and maybe, just maybe, they should try Reflexive Practice (or at least begin to hire people that think this way). This is *the* book that could-should lead to the first-ever Secretary General of Education, Intelligence, & Research….IMHO. The Smart Nation Act: Public Intelligence in the Public Interest, done with Congressman Rob Simmons (R-CT-02) was a proponency book. This book by Dr. Myers et al is a praxis book absolutely up there with the other 6 Star and beyond books that I recommend. As soon as I receive a printed copy, I will publish a detailed review.

The cover story in the February 2010 edition of Middle East Magazine, “Hunting Bin Laden“, leads with the statement that time may be running out for Osama bin Laden. It goes on to say.
“Over the last two years or so, the elusive leader of Al Qaeda has seen dozens of his lieutenants and allies assassinated one after the other in Afghanistan and Pakistan in a whirlwind of attacks, often in the dead of night, by remote-controlled unmanned aerial vehicles (UAVs). The stealthy craft, operated by the Central Intelligence Agency and the US air force, have become a weapon that has revolutionised warfare.”
Anyone studying military history could not agree more. The technological advances developed by the U.S. military since the first Gulf War have been staggering. The combination of global positioning systems, laser guidance, detailed maps, radar, J-Stars, and moving target indicators made the delivery of bombs by piloted aircraft extremely accurate. Now, with unmanned aircraft, tactical and strategic bomb delivery is ever more a major force multiplier. Make a note here, however, that accurate and timely intelligence is the difference maker between bombing mistakes and successful air strikes.
The article alleges that American intelligence has improved over the last two to three years because of improved cooperation from Pashtun tribes.
“As the US braces for a major escalation in the war in Afghanistan and Pakistan, it is engaged in a new drive to kill or capture Bin Laden, declaring that he is the key to defeating Al Qaeda as a global threat.”
“That may be a rather fanciful rationale, but eight years after the Americans let him slip through their fingers at his Afghan mountain redoubt of Tora Bora, his last confirmed location on or about 16 December, 2001, they admit they haven’t a clue where he is now. The best guess is that he’s holed up in the lawless Waziristan tribal belt that runs along the rugged border with Afghanistan.”
In a 1 February 2010 article adapted from the his forthcoming book, ‘Broker, Trader, Lawyer, Spy: The Secret World of Corporate Espionage,' Eamon Javers wrote:
“In the midst of two wars and the fight against Al Qaeda, the CIA is offering operatives a chance to peddle their expertise to private companies on the side — a policy that gives financial firms and hedge funds access to the nation’s top-level intelligence talent, POLITICO has learned.”
“The never-before-revealed policy comes to light as the CIA and other intelligence agencies are once again under fire for failing to “connect the dots,” this time in the Christmas Day bombing plot on Northwest Flight 253.”
“But sources familiar with the CIA’s moonlighting policy defend it as a vital tool to prevent brain-drain at Langley, which has seen an exodus of highly trained, badly needed intelligence officers to the private sector, where they can easily double or even triple their government salaries. The policy gives agents a chance to earn more while still staying on the government payroll.”
The details of how to implement a tribal strategy and work with the Afghan tribes are unique to that country, but the overall strategy of working with tribes is not new at all.
Where has it been done? Maj. Gant mentions what Army Special Forces did with the mountain tribes of Vietnam (known by the French term “montagnards”). Another even more appropriate example is what the CIA’s Bill Lair did with the Hmong of northern Laos and what other CIA officers did with the Ta’oi and other Lao Theung tribes of southern Laos.
There were no American fighting units in Laos at all. The only American military assigned to Laos were the handful of U.S. Air Force forward air controllers, known as Ravens, but they coordinated a very powerful force multiplier, the close air support of Air Force, Navy and Marine Corps aircraft assigned to work for Military Assistance Command, Vietnam (MACV). The tribal strategy in northern Laos was a very few CIA officers working with entirely Lao tribal surrogates. These tribal surrogates fought on our side and helped implement the strategy of keeping the North Vietnamese Army (NVA) occupied in Laos and away from South Vietnam. They also defended the ancient invasion corridor leading from Hanoi to the Lao capital and on into Thailand.
